Mr. Fudala stated there are not a lot of sitesleft within <br /> the Town that lend themselves to this bylaw. There is not much <br /> h <br /> land remaining in Town to be subdivided. <br /> Mr. whritenour asked if the changes anticipated for October~ <br /> Town Meeting will result in minor zoning Article. <br /> Both mr. Fudala and Mr. Storrs agreed there would be a <br /> number of minor amendments to the base Bylaw. <br /> Mr. Storrs suggested the Article for October be presented in <br /> a timely manner in order to avoid any last minute requirements <br /> for placement on the warrant. <br /> By way of solution, Mr. whritenour suggested the proposed <br /> Article be presented in early August . <br /> At this point, Mr. F'udala clarified the OSID Bylaw is the <br /> i basic bylaw for the Job' s Fishing and whiting' s Road areas . He <br /> reminded the Committee that 1ashpee Commons is interested in <br /> creating residential units-second floor in the East steeple and <br /> possibly Trout Pond Neighborhoods . Mr. Fudala stated this has <br /> not yet been worked out. <br /> Mr. F`udal made two suggestions. Allow them to do i t a s a <br /> conversion of office space; or to transfer a number of units in <br /> from somewhere else. <br /> At this point, lir. Baker commented upon his disappointment <br /> with the Board of Selectmen' s decision to place the Zoning <br /> Article back on the warrant for May stating, "I feel very badly <br /> about that. we don' t have a final analysis on anything, all of <br /> which are overdue, I night add. one of my key concerns is the <br /> nitrogen loading that ' s. . . thatts impacting our waterways, the <br /> mashpee River specifically. And that Article impacts nitrogen <br /> loading. As I discussed at the last meeting we had, over <br /> thirteen (13 lbs. pounds per acre that cores down. and. . . <br /> impervious surfaces that end up in our waterways and we still. <br /> don' t have any kind of nitrogen loading analysis of this <br /> activity. I got a copy of what you were looking at at the last <br /> Meeting and. . .and see where. . . take credit for four bedrooms <br /> per unit on a fifty acre trade parcel saying that ' s a <br /> reduction in waste water, when the bottom line to the whole thing <br /> is the. . . the parcel your are. talking about is not in the mashpee <br /> River watershed, which is the watershed that is in trouble. And <br /> where you're going to build the units are in the mashpee River <br /> Watershed, and so far the discharge from the sewerage treatment <br /> plant is still in the Mashpee River watershed, " <br /> 'And, as an aside, I might add that there is now a report <br /> that says okwy Bay has. . .has problems as well. As you recall, <br /> there was a discussion at one of the meetings whether or not <br /> ockway Bay was nitrogen sensitive and the latest Study that the <br /> _ - <br />
