He did so <br /> by informing Committee Members that he had net with the mashpee <br /> Sewer Coni sion, Duncan Wood, and Andrew Gottleib in an attempt <br /> to begin to address the regulatory, fiscal, and physical hurdles <br /> involved in moving treated wastewater out of the Mashpee River <br /> Watershed and disposal in either. Popponesset Bay or Nantucket <br /> Sound. Mr. Storrs provided copies of and made reference to a <br /> Draft memorandum,, dated April 2, 1998; as well as to a document <br /> entitled I' ashpee commons vicinity Nitrogen Loading Analysis <br /> Summary" . He commented t at a number of physical methods of <br /> treating wastewater that would not .impact the Mashpee River have <br /> been taken into consideration. He made reference to number 24 of <br /> page 6 of the Draft Memo-cost estimates. <br /> Mr. Storrs stated that from a physical standpoint, the more <br /> participants the better Talanian, Sandpiper, windhine, Deer <br /> Crossing, Seamist, and single family homes along the way) for <br /> deferring costs and for removing a larger amount of nitrate from <br /> the wastewater watershed. <br /> Selectman Marsters asked if there would be any incentive to <br /> join in this process . <br /> Mr. Storrs responded the issues for consideration would be <br /> either Cost or mandate. There is an economic incentive, there <br /> should be an environmental incentive as well, and there may be a <br /> Town mandate to do so. <br /> Mr. Fudala added there is also a 'regulatory mandate. <br /> Requirements can be rade of projects approaching the regulatory <br /> process . He also stated the timing would be a large factor, and <br /> that a line would have to be available for another project to tie <br /> into. <br /> Nor. Storrs noted another option would be for the Town to <br /> acquire various systems which would allow them more flexibility <br /> from a financial and regulatory standpoint . <br /> Mr. Storrs encouraged Committee members to read the Draft <br /> Memo and consider it to be a first step. <br /> (There was brief discussion regarding Title v requirements/ <br /> standards . ) <br /> _10- <br />
