Selectman Marsters recognized Mr. Baker who suggested that <br /> perhaps the niers are not as important as recognizing what kind <br /> of things will contribute to the problem at the Mashpee River <br /> Watershed and prevent it from happening. <br /> Mr. Storrs said it would be noted that readings were taken <br /> at 35, 20, and 5 milligrams in order to provide a range. <br /> Fiscal Impact <br /> mr.. Storrs explained that clue to a delay in submitting some <br /> of the departmental reports to Tishler & Associates, the first <br /> cut of the fiscal impact study was not reach for this Meeting, <br /> but will be in time for the next. <br /> OSID Bylaw <br /> Mr. Storrs reported a review of the OSID Bylaw has begun <br /> with the Town Planner. In advance of the next Meeting, Mr. <br /> Storrs stated a packet will be prorided to all Committee Members <br /> to be used as an aid for review of the Bylaw. Also, Mr. Storms <br /> encouraged committee Members to read through the OSID Bylaw. <br /> At this point selectman Marsters reserved the right for all <br /> Committee Members to return to the above-mentioned Nitrogen <br /> Loading document for discussion/review at the net Meeting. <br /> Funding Matters <br /> Selectman Marsters also recommended some discussion be made <br /> with reference to a funding mechanism. He stated the Committee ' <br /> is in need of funds to pay a bill from the office of Thomas J. <br /> Martin. <br /> Selectman Marsters did state however, that the Town would <br /> like to hire a Consultant to review both the nitrogen information <br /> and fiscal impacts. <br /> Mr. Storrs responded to the fact that the office of Thomas <br /> J. Martin has gone through Twenty Thousand $20, 000 . 00Dollars <br /> in fees, most of which has been used to pay for the presence of <br /> Mr. Brais at these Committee Meetings. <br /> Mr. Storrs suggested requesting the Office of Thomas J. <br /> Martin to provide a very detailed scope of services for their <br /> review of the fiscal, wastewater, - and traffic reports and for <br /> them to place a price on completing those specific tasks. If the <br /> Committee feels this suggestion is appropriate, Mr. Storrs <br /> suggested the Executive Secretary request a more refired scope of <br /> services from the office of Thomas J. Martin. <br /> Selectman Marsters explained his position that the Committee <br /> has a fiduciary responsibility to MLP and noted that Mr. Brais , <br /> �ll_ <br />
