change to the Town of Mashpee. Mr. Baker' s interpretations,
after having attended these Committee meetings, is a promise t
be informed accurately of the environmental, traffic, and
financial impacts, as well as re edlat ions that would lessen
impacts in any of those areas .
mr.. Baker stated he has cause for concern as he has found
errors in some of the reports he has had the opportunity t
review, which no competent person could easily overlook, therefor
e is assuming they are error such as, the more money a Town i
worth, the more money it receives from the State for thein school
system; the amount of additional nitrogen is of no concern
because it is being removed from the Mashpee watershed area) .
The point Mr. Baker attempted to make at the Planning Board
Meeting is that he is not going to vote at Town Meeting for any
zoning change that enables the Mashpee Commons plans to go
forward until the impact reports are accurately completed and the
rem ediat ions are known.
Mr. Storrs clarified one more time that the Commercial
Center Bylaw Amendments have no impact they do not increase the
amount of building space, traffic, or the amount of wastewater
being generated) , they are purely dimensional changes to the
Bylaw.
Selectman Marsters recognized Torn Fudala, who attempted to
clarify Mr. Baker' s position that he does not want to more ahead
on anything until the studies are completed in order to
facilitate the project. He further stated his understanding to
be that both the Planning Board and the voters are more concerned.
with the issue of timing rather than any opposition to mashpee
Commons, the Article, or the project.
Mr. Fudala further clarified the Planning arm was required
by state law to male a recommendation to Town meeting. The
formal Note taken was to recommend not to approve the Article at
this time, but to postpone it to the October Town meeting
Warrant, provided the impact studies have been completed and
received.
All Members of the Conunittee and of the public as well
having had the opportunity to voice their opinion and to be heard
in this matter, Selectman marsters entertained a motion be made
on the recommendation of taking a Note to endorse the zoning
change.
k
MOTION: Robert Lynch made a Motion to endorse the
Commercial Center Bylaw Zoning Amendment, which motion was
seconded by John Ferguson and voted as follows:
Voting in Favor: Selectman Kenneth marsters, Robert
Whritenour, F.
