In response to continued discussion in this matter, mr. <br /> Storrs stated the proposed changes would allow for Planning <br /> Board ability to set dimensional criteria; it also enables <br /> more historic/traditional form of building pattern to go forward; <br /> it mandates pre-approved architectural guidelines and detailed <br /> landscaping guidelines. Said 'changes would be to the betterment <br /> of this Community by insuring that the larger projects will be <br /> aesthetically superior, as well as providing the Planning Board <br /> more control over large scale projects. He stated this would be <br /> a net positive in every way from the planning standpoint . <br /> r. Storrs commented that apparently he and this Committee <br /> have done a poor job arti ulating this information to both the <br /> Planning Board and the Townspeople. <br /> Mr. Fudala requested a moment to address a question to Mr. <br /> Storrs, which was mentioned at the Planning Board Meeting. Why <br /> are we roving ahead now on this question? Nor. Fudala stated he <br /> explained at the time the reasoning was to be able- to proceed <br /> with some part of Fast Steeple Street and to show good faith in <br /> terns of moving ahead with the whole process . <br /> Selectman Marsters requested Mr. Storrs male a formal reply <br /> to the previous question for the Record. <br /> In response, Mr. Storrs agreed it would enable MCLP to <br /> proceed in the planning process within a strictly commercial <br /> neighborhood, which would further enable thea to pursue detailed <br /> studies - relating to the conmercial aspects of the project. He <br /> stated it would not in any way change the amount of development. <br /> Mr. Storrs continued by stating it had been the feeling of <br /> this Committee that it would be easier to address the Commercial <br /> Center Bylaw unto itself, rather than attempt to include it with <br /> the larger package in October. The process/discussion of which <br /> has been completed within the time frame required for inclusion <br /> of the May Town. Meeting Warrant. Mr. Storrs stated. this <br /> Committee had decided it would be appropriate to bring it forward <br /> in may. <br /> Ir. Fudala interjected at this point recalling the agreed <br /> upon concept of this Committee was that it might be easier for <br /> public acceptance if it was presented in phases . <br /> Selectman Marsters asked that clarification be made <br /> regarding whether or not the Bylaw, if passed, would allow <br /> smaller buildings on the footprint of any future commercial <br /> development within Mashpee Commons. <br /> ]r. Fudala explained the North Market Street project had <br /> been constructed under the exact same Conunercial Center Bylaw <br /> currently under discussion. The proposed Amendment would allow <br /> the developer to put lot lines between each building, enabling <br /> - - <br />
