Mr. <br /> Storrs explained the proposed Amendments would allow MCLP to sell <br /> four ) ten thousand (10, 000) square foot sots to four different <br /> people, rather~ than selling a forty thousand (40, 000) square foot <br /> lot to one owner. lir. Storrs used this as an example of how the <br /> increment of investment could be broken down in order for an <br /> individual to participate in the growth of the center of the <br /> Town. <br /> Nor. Storrs c nment d that MCLP has, with a full, express <br /> opinion of themselves and with full knowledge of the zoning Board <br /> at the time Mashpee Commons was constructed, circumvented the <br /> Zoning Bylaw. Neither MCLP nor the Town were in favor of a <br /> mandated shopping center within a strip development. At that <br /> point MCLP suggested they either amend the Zoning Bylaw, or <br /> circumvent it; and the agreement was to circumvent it. <br /> Ir. Storrs explained the effort being made to amend the <br /> Commercial Center Bylaw would allow others to build out their <br /> projects in a similar manner to Mashpee Commons, which is what <br /> the vast majority of citizens have said they want, according to <br /> Mr. Storrs. Rather than looking towards the Town Fathers, as <br /> had been suggested earlier, Nor. Storrs explained this Committee, <br /> a technical sub-committee comprised of Selectmen, Planning Board <br /> Members, Town Planner, and citizens for the purpose of addressing <br /> the issues and making a formal recommendation to the Selectmen <br /> and Planning Board. Mr. Storrs stated that is eactly. what this <br /> omnis ion did with regard to the proposed Amendments to the <br /> Commercial Center Bylaw, stating he is very confused as to why <br /> there now seems to be such difficulty in this regard. <br /> Selectman Marsters recognized Paul Lumbsden, who stated the <br /> environmental responsibilities have changed. He stated the Town <br /> is working at minus zero, which has nearer happened before.. e <br /> noted the Townspeople are verb concerned in this regard. It i <br /> his 'impression that if impacts are not going to be changed as a <br /> result of this proposed project, why should anything be done <br /> about it. <br /> Mr. Lumsden stated the environmental issues are the most <br /> important factors for consideration in this matter. He noted the <br /> environmental concerns have not fret been addressed to the public. <br /> Mr. Storrs responded by saying if the Town is concerned <br /> about the condition of the Mashpee River, all single-family homes <br /> should be prevented from being built within the Mashpee River <br /> Watershed as each home produces thirty-five milligrams per liter <br /> plus of nitrate.
