He
reiterated, that it has been p oven through consultants that the
type of h nges being -proposed to the zoning bylaW8 will reduce
negative impacts to the environment. He made it clear~ that MCLP
is trying to be environmentally responsi} le developers.
Chance Reichel raised theissue of poor communication,
noting that the May 19, 1998 Minutes accurately reflect the
Planning Board' s decision to deny support of the Article. He
stated the Planning Board had n information from CP and
deduced that neither had the general public. (There was some
general- discussion regarding the Planning Board decision in this
matter. )
r 1 process has begun, ILP
Nor. Storrs reported theegu ato o
has net with Cape Cod- Commission, EOEA, and. the NEPA unit .
Notice of Proj6ct Ch tinge is scheduled to be filed with the
F,xecutive Office of nvironnn ntal Affairs in Boston.
Mk. Storrs stated his belief that the general public are ,of
the initial impression that there is a massive zoning change that
will tesult in a massive change to the center of Town. He stated
kit is the responsibility of this Committee to "inform the public .
that what is now being proposed is the fin6 t n.'ng of two Bylaws
that have no impact upon whether or not the Mashpee Commons
proposal moves forward, as it will proceed under existing zoning.
Selectman Marsters, agreed that the initial purpose of this
Committee was to enact a major zoning- change in order to create a
product mi.x of commercial/residential . Although there are
currently proposed minor changes to the Commercial Center and
OSID Bylaws, the end result is the same, afnd this is' ghat has the
general public so concerned.
M.r. Storrs commented the project is not the same, as the
number of units have been reduced dramatically. There was some
discussion -as to how to best relay this infor tati.on to the
pu lic.
Selectman Marsters stated his pleasure at having -learned the
reguldtory process has begun, as he feels certain the public is
interested in learning results from the regulators, not from this
Committee.
Mr-. Chace clarified the regulatory process has been started
d minor
under the existing zoning bylaws . The propos mino - Changes
will prove to -make the Project better looking,ng, but that if the
changes -are not approved, the project. will go forward under~ the
_ .
