Selectman Mars ers recognized Cheryl Shepley,, who commented negatively upon the Talbots building located in mashpee Commons. She stated that it is her opinion that what is being proposed by MCLP is h o p etely out of character of the Town" ,, She also stated that in her opinion, MCP is not bringing anything positive into Town. she commented negatively regarding traffic congestion (Stop & Shop) and stated it is virtually impossible to find parking spaces at the Post office, restaurants and stores within Mashpee. Shapley consented on the proposed additional businesses and residences, noting the 'impacts to the school system, taxes, and water, She made it very clear that she is not in support o the project. Discussion- sI Bylaw-Potential Amendments Mr. Storrs made reference to Memorandum dated 5/18/98, to the Selectmen's Sub on nittee,, from mashpee Commons L. P.... regarding the open space Incentive Development Bylaw. Mr, Storrs stated the following proposed amendments to the OSID Bylaw have been the result of meetings with the 'porn Planner. Page 2-Mr, Storrs 'explained that according- to the `own Planner, the o I Bylaw was designed to be purely residential., allowing some commercial. The proposed amendment ,would allow for commercial and residential together, a mixed use. Page - -W. Storrs explained primary/secondary open space areas located along Great Neck Road South that were established prior o the mashpee Wildlife Refuge. The proposed amendment ' could coordinate the primary, secondary, and National wildlife ee as a means to encourage landowners to set aside not only primary and secondary land, but land within the mashpee Wildlife Refuge as well. There was discussion regarding boundary line clarifications, Mr. Storrs stated there is an incentive to- create parks within the master Calan areas, one being at the intersection of Market Street and Jobs Fishing Road to provide a buffer at Deer crossing.
