been designated. <br /> Gary Pearson challenged how the estimated 210, 000 gallons <br /> per day projection could have possibly been calculated some <br /> twenty 20 odd years ago. <br /> mr. Chace responded by speaking to estimates having been <br /> derived from zoning, i .e. 1 zones allowing for a certain amount <br /> of coverage 20 for buildings on a site. Calculations were <br /> made considering full build--out under current zoning conditions. <br /> The Town Planner noted the proposed project has been on the <br /> books since 1985 . The Town has been aware of the needs for the <br /> proposed Mashpee Commons project since the inception of the Town <br /> Water District. He also pointed out that the water District will <br /> receive permission to develop another well in the very near <br /> future, which well site will produce 1-million gallons of water <br /> per day. <br /> Chuck Green, Mashpee wampanoag Tribe l ashpee Conservation <br /> Commission/watershed Management-Expressed major concerns with the <br /> Mashpee River and the 'Tribal Grant. Mr. Green noted the location <br /> being proposed for effluent deposit is at the Mashpee wampanoag <br /> Tribal Grant . He inquired as to whether or not the Tribe should <br /> discontinue their grant, noting the Bay is currently stressed <br /> with nitrogen deposits, as is ockay Bay. It was determined the <br /> grant is for quahogs. He spoke to concerns of increased algae <br /> mats and the smothering of fish. <br /> Nor. Chace addressed the concerns expressed regarding an <br /> overload of nitrogen into the Mashpee River, stating the effluent <br /> from the proposed development would be treated in a tertiary <br /> manner and would in actuality add very little nitrogen to the <br /> system. Nor. dace did however acknowledge existing nitrogen <br /> problems in the River, to which Mashpee Commons would like to <br /> offer a solution. <br /> Duncan Woods, Wastewater Study consultant-Stated he would be <br /> very interested in learning more about the issues of the grant, <br /> acknowledging the specifics of the Tribal Grant was new <br /> information to him. Mr. woods stated he has been urging Mashpee <br /> Commons and the Town to address the following three sources of <br /> nitrogen; wastewater, stormwater, and fertilizing. He noted <br /> there is available technology to assist in each of the foregoing <br /> areas; there are issues of policy which needed to be resolved <br /> through the Cape Cod Commission. Concerns for wastewater are, <br /> effluent concentration and effluent deposit . Policy issues being <br /> that portion of Title v regarding peak flog on an annual basis. <br /> With regard to stormwater issues, Mr. woods referred to current <br /> technologies of dealing with roof/parking lot runoff, making <br /> references to currently proposed Town bylaws . Mr. woods stated <br /> his belief that the mashpee Cormnons proposed project would follow <br /> current available technologies for stormwater issues. with <br />
