All future <br /> revenues,, as well as costs, are included. <br /> i <br /> fiscal impact model is developed which will prdict the <br /> future revenue/expenditure streams,, as well as calculating the <br /> net fiscal impacts . The model results are then analyzed, from <br /> which the fiscal impact report is written. <br /> case study marginal cost approach is used, whereby it is <br /> determined exactly how the impacts are to be assessed based upon <br /> current levels of service. Fiscal year 1998 budget is used as a <br /> baseline. <br /> Mr. Bronow stated two previous market studies had been <br /> conducted showing different results regarding residential values <br /> of the units. The Ti.schler & Associates report includes a high <br /> residential market values and a low residential market value <br /> scenario. He also stated the permitted land had been taken into <br /> consideration regarding total future development impacts. <br /> Mr. Bronow was making reference to slides including an <br /> overview of the four Neighborhoods; a Summary of the Fiscal <br /> Impact results; a breakdown of the Tax Structure. Mr. Bronow <br /> concluded at approximately 9 : 00 p.m. <br /> Wastewater Study, Duncan wood, Sanborn, Head Associates, <br /> Inc. - Wastewater and stormwater are both considered to be <br /> sources of nitrate. He spoke -to independent/community solutions <br /> i <br /> o wastewater concerns, Mashpee River conditions, and groundwater <br /> flows. <br /> i <br /> Mr. Wood reviewed Title S peak flow numbers, new and old <br /> neighborhoods. He rade reference to portions of the lashpee <br /> River where various studies have been conducted. He also pointed <br /> out the location of various wells on the slides-Town well # , New <br /> seabury well, and cluster wells/contours . <br /> 7r. wood also spoke to groundwater flows-horizontal/vertical <br /> flow. He explained the wastewater application point. He pointed <br /> out Well #5, the current sand filter bed location, Zone II <br /> approved by- the state as the area where water will eventually <br /> get to the well . Treated wastewater is not allowed within the <br /> Zone II area. He stated Popponesset Bay to be the desired <br /> location for wastewater. <br /> Community solutions - He made reference to the projected <br /> Title 5 flow for the approved properties, North Market street, <br /> the Boch Center, and Mashpee Commons. Mr. wood stated he has <br /> met with the Mashpee Sewer Commission in an attempt to find a <br /> solution. He also made references to land uses, lawns and <br /> parking lot runoff. Mr. Wood concluded at approximately 9 : 13 <br /> p.m. _ _ <br />
