HEARINGS: <br /> 6:00 Gregory R. & Hillery Lee, 11 Taffrail Way. Proposed demolition/reconstruction of pier, <br /> ramp and float and maintenance dredging NOI <br /> Resource Area: Land Under Ocean, LSCSF, Salt Marsh, Coastal Bank, Land Containing <br /> Shellfish <br /> Matt Costa, Cape & Island Engineering, represented the applicants. He explained the project, <br /> referring to the plan on the screen, consists of removing the existing licensed pier, ramp and float <br /> and construct a new pier, ramp and float structure and perform maintenance dredging under Army <br /> Corp permit# 12154. The proposed dock includes a 3-foot-wide by 11-foot-long pier, a 3' by 27' <br /> elevated ramp and a 6'x 25' float. The project includes the installation of four ten-inch Green Heart <br /> piles and four 6 x 6 posts for pier support. He stated the dredged material will be loaded onto a <br /> barge and transported to a local boat ramp where it will be offloaded and hauled to a disposal site. <br /> Mr. Costa described the method the structures will be constructed and stated the Order of <br /> Conditions will be posted at the site and the limit of work will be installed. All the work will be done <br /> by hand and the work on the pilings will be done from a barge. The dredging will follow the time of <br /> year limit restrictions. <br /> Mr. Costa stated the project as proposed is designed to improve navigation, better protect Land <br /> Under the Ocean and will provide a long-term benefit to the area to improve the conditions that <br /> exist. He stated the project meets the performance standards. <br /> The Agent noted if they will be using the town boat ramp to be sure to coordinate with DPW, He <br /> showed some images from the site and noted the dock was destroyed. He reviewed the <br /> restrictions from the Division of Marine Fisheries which included time of year restrictions, no <br /> dredging should be allowed from January 15 to May 3111. They made a recommendation that top <br /> of the dredge sloping no closer than 25 feet from the low water line and containment from fuel <br /> spills from the barge. He said these conditions can be incorporated into an Order of Conditions if <br /> the Commission approves the project. <br /> Mr. Costa noted the project will improve navigation for everybody in the canal. There was a <br /> discussion on whether a return receipt card was received back from 17 Taffrail Way and this <br /> should be verified that they were notified. <br /> Public <br /> Dave Papperela, 67 Popponesset Island Road, asked is there a way to restrict the size of the boat. <br /> He noted this would be an improvement as long as they don't bring in giant boats. The Agent <br /> stated in situations like this the Commission can make conditions to avoid grounding of boats and <br /> prop dredging and require conditions to prevent prop dredging. The Harbormaster would be <br /> involved in any navigational issues. <br /> Louis DiMeo, 75 Popponesset Island Road, agreed and stated his concern also is the size of the <br /> boat that would be docked there. He noted he has the original dredging permit for the cove and <br /> would like to have some contact with whoever is going to be doing the dredging. <br /> At no time shall the boat cause prop dredging or disturbance to water quality or shellfish. <br /> Motion: Brad Sweet moved to Close and Issue with the conditions discussed, seconded by <br /> Mr. Anderson. Vote unanimous 4-0 <br />
