6:03 Timothy Leedham, 71 Monomoscoy Road. Proposed construction of pier, ramp, float, <br /> stairs, bulkheads, two-car garage, hardscapellandscape grading modifications,wetland <br /> restoration, native plantings, and invasive species removal. NOI <br /> Resource Area: Coastal Bank, Coastal Dune, BVW, LSCSF, Salt Marsh, Land Under Ocean, <br /> Land Containing Shellfish <br /> Matt Costa, Cape & Island Engineering represented the applicant. He noted in January 2015 an <br /> Order of Conditions was issued but no work was started, therefore, the Order of Conditions has <br /> expired. The proposed project is exactly the same as proposed in 2015. Mr. Costa reviewed the <br /> proposed project which consists of removing the existing pier, ramp, pile and float structure, <br /> construct, license and maintain a new private residential pier, ramp, pile and float system, remove <br /> the existing wood deck, posts, stairs and concrete footing leading to the Coastal Beach with new <br /> wooden deck, stairs and posts that will lead to the new pier. Also, remove the wood retaining wall <br /> along Hamblin's Pond, replace with extension of the concrete bulkhead and place beach <br /> nourishment. The existing driveway will be regarded with the construction of a stone surface <br /> driveway turn around area. The construction includes the installation of a stone patio with a stone <br /> fire pit, the construction of a new two car detached garage and the proposed mitigation plantings, <br /> removal of debris from the resource areas and phragmites eradication. He noted the limit of work <br /> will be maintained throughout the construction and that the project meets the performance <br /> standards and the new pier will provide better protection to the resource areas. <br /> The Agent stated the Shellfish Warden noted it is not expected to impact shellfish in anyway. He <br /> reviewed the letter from the Division Marine Fisheries and their concerns and restrictions. He said <br /> he agrees with all of their concerns and will add them to the Order of Conditions. The Agent also <br /> reviewed the Board of Health comments that the existing leaching facility limits the property to <br /> three bedrooms. The detached garage must be unheated and for storage only. <br /> The Agent showed-images of the property noting the detached garage, the causeway, the <br /> proposed turnaround and the mitigation proposed. He noted this project was reviewed previously <br /> and approved by the Commission and because the Order of Conditions expired they are back <br /> before the Commission for approval. <br /> Public <br /> Carl, resident, was concerned if the trees that are to be planted will they impede the view. <br /> Motion: Mr. Sweet moved to Close and Issue, seconded by Mr. Anderson. Vote unanimous <br /> 4-0 <br /> 6:06 Lee Richstone, 28 Neholden Road. Proposed construction of single-family dwelling <br /> and septic system. RDA <br /> The Agent referred to a letter received from Thomas Bunker, BSS Design, requesting to withdraw <br /> without prejudice the Request for a Determination of Applicability which BSS Design, Inc. filed on <br /> March 23, 2018. <br /> Mr. O'Neill recused himself <br /> Motion: Mr. Sweet moved to accept the request to withdraw without prejudice, seconded by <br /> Mr. Anderson. Vote 4-0 <br />
