Mr. Rowlands stated the surface will be impervious and if there is concern they could change the <br /> design to pitch to the side and add a pipe in a stone trench. He described the mitigation proposed <br /> will be native plantings. <br /> No comment from the public <br /> Motion: Mr. Sweet moved to Close and Issue, Seconded by Mr. Smith. Vote unanimous 6-0 <br /> 6:12 Thomas F. & Bonnie A. Smith, 266 Monomoscoy Road, RDA to allow for completion of <br /> ramp, float, stairs and pilings permitted under OOC 43-2755,which permit expired during <br /> construction. RDA <br /> Resource Area: Land Under Ocean, LSCSF (Great River) <br /> Tom Smith, owner, explained the proposed project is to complete the construction of the changed <br /> dock footprint, ramp, float and fender piles. The Agent reviewed the background of this project and <br /> stated the original Order of Conditions and Amended Order of Conditions expired during <br /> construction and was requesting an RDA to allow the completion of the ramp, float, access <br /> stairway and pilings. He noted the timeframe to complete the project is approximately 24 weeks. <br /> He showed on the photos the project and what has been completed and stated there is no change <br /> from the original plans. <br /> No comments from the public <br /> Motion: Mr. Smith moved a Negative Determination, seconded by Mr. Shaw. Vote <br /> unanimous 6-0 <br /> 6:15 Jacques N. & Martha N. Morin, 11 Hamblin Road. Proposed Amendment of OOC 43- <br /> 2925 to relocate pool, add a denitrification system and retaining walls. AOOC <br /> Resource Area: LSCSF, Salt Marsh, Coastal Beach, Land Under Ocean and ACEC <br /> Matt Costa, Cape and Island Engineering, represented the applicants. He stated they are <br /> requesting to amend the existing Order of Conditions to change the previously approved pool <br /> location to under the deck, upgrade the septic system to a FAST Denitrification System and add <br /> retaining walls around the house. He stated the changes will not have any additional impacts to <br /> the resource areas. The existing Order of Conditions was issued on September 13, 2017. He <br /> referenced the original plan and noted the changes. <br /> The Agent referred to a letter submitted by an abutter, .Jesse Camerato, addressing the overall size <br /> of the home which has already been issued an Order of Condtiions. Not a lot of the comments <br /> apply because it addresses a project that has already been approved. He reviewed the Board of <br /> Health comments that the plans are under review for a proposed four bedroom dwelling and is <br /> under review. He reviewed the plan on photos. He noted if salt marsh is adversely impacted it has <br /> to be mitigated for at a 2 to 1 ratio and this can be added as a condition. <br /> Public <br /> Mr. Moore, abutter, asked about the leaching field and inquired about the draining of the hot tub. <br /> The Agent stated there will be no discharge of the pool water in the ground which will be included <br /> in the order of Conditions.
