The Chairman inquired as to the existing bins, to which Mr. <br /> as velli responded there are three different plastics, being <br /> milk, water, and detergent containers. <br /> With regard to the cardboard compactors, David Leveille <br /> asked if it would be possible to utilize two collection <br /> containers to one compactor. Mr. Cassenelli agreed this would b <br /> an efficient and economical alternative to the purchase of two <br /> compactors . <br /> At this point veronica Mayer broached the subject of <br /> mandatory recycling, stating the present conditions at the <br /> landfill could not accommodate an increase of materials. She <br /> also mentioned hauling concerns, as well as the fact that the <br /> Town of Sandwich has been threatening to discontinue pick up of <br /> Mashpee newspaper recyclables. She suggested the Town consider <br /> the purchase of a flat bed pick-up-up truc} for this purpose. <br /> David Leveille questioned the wisdom of pursuing a state <br /> grant in the amount of �4, 800 . 00 . He also noted it would be <br /> impossible to mandate the condominium projects to recycle without <br /> a Town wide regulation to do so. <br /> There was some discussion regarding Town wide mandatory <br /> recycling and enforcement at the transfer station. He noted that <br /> most people have roved to Mashpee from areas where recycling is <br /> mandatory and would therefore comply. The second phase of the <br /> regulation would be to encourage the remainder of the population <br /> to recycle and to introduce "pay as you throw" . <br /> David Leveille strongly suggested the Cormrittee begin by <br /> identifying their~ needs and proceed forward. <br /> (There was some discussion regarding hauling services. ) <br /> The Chairman suggested the Committee identify the number of <br /> compactors needed in order to accommodate recycled cardboard. He <br /> questioned whether or not the amount of recycled plastics in one <br /> Year would warrant the purchase of a compactor. <br /> Mr. Cassenelli urged the Committee to consider maintaining <br /> five units (four compactors, five containers) . He spoke to the <br /> configuration of the units, noting all are necessary in order to <br /> insure efficiency. He stated that if recycling is mandated <br /> throughout the Town, upgrades would definitely be required.. <br /> David Leveille determined the pay back on a plastics <br /> compactor would be 2 1/2 years. <br /> David Leveille stated the capitol budget is currently being <br /> formulated and suggested the Committee needs be submitted at this <br /> t irate. <br /> -2- <br />
