There was some Committee discussion regarding enforcement <br /> of said regulations. The Chairman clarified that the state can, <br /> at any given time, inspect the trash from any given town at the <br /> transfer station to determine whether~ or not the recycling <br /> regulations have been complied with and .if not, they have the <br /> authority to demand the trash be returned and separated. <br /> Veronica Mayer suggested Committee Members review material, <br /> Department of Environmental Protection, Commonwealth of <br /> Massachusetts, Executive office of Environmental Affairs, dated <br /> November 9. 1999, signed James C. Coleman. <br /> In response to a concern expressed by James Chisholm, ' <br /> Veronica Mayer suggested town-wide education on recycling be <br /> offered. She also clarified that collection of re yclables <br /> must be offered at the flat rate, no additional charges can be <br /> imposed. <br /> There was some discussion of concerns raised by John <br /> Michaels regarding an increase of fees driven by escalating costs <br /> at the transfer station. Mr. Michaels also stated he could only <br /> consider waste Management and BFI, both of whose costs have <br /> doubled. Mention was also made of the decrease in amount of <br /> tonage in the du psters at the condominium complex during the <br /> winter months; pick-up is increased during the summer months to <br /> twice a week. <br /> Mr. Michaels noted that unit owners are constantly reminded <br /> that items such as televisions, furniture, mattresses, etc. are <br /> not acceptable waste for the dumpsters. However, these items <br /> continue to be deposited resulting in additional charges incurred <br /> for their removal . <br /> Veronica Mayer suggested "pay as you throw" , pay per bag for <br /> all condominiums as well as residents as a means to increase <br /> recycling. Janes Chisholm raised health issues/hazards in this <br /> regard. Veronica Mayer reported she found no fine regulations on <br /> record with the Building Department . <br /> The Chairman stated he feels an additional charge is <br /> inevitable in order to compensate for necessary disposal fees. <br /> Mr. Michaels asked as to whether or not it would be possible <br /> for the Association to purchase a revolving-sticker. Veronica <br /> Mayer directed him to the Board of Health, portable pass. <br /> There was some discussion regarding mattress recycling. <br /> Veronica Mager noted construction and demolition materials <br /> are no -longer being accepted in Mashpee; however, bulky waste is. <br /> There is a charge for mattresses and refrigerators; no charge for <br /> couches or chairs.
