PERSONNEL BOARD MEETING PAGE <br /> MINUTES F FEBRUARY 7. 1994 <br /> more and requires more from this person and has given her some complex <br /> tasks . He said that she has done quite well . <br /> Bob ihritenour said that he has questions about the equity versus <br /> other positions in the building . He does not have an Assistant � <br /> Executive Secretary . He suggested that the Board surrey data from <br /> other communities, however, he wanted the Board to be aware that some <br /> function differently . Other communities may be slightly larger, and � <br /> they have an Executive Secretary and an Assistant 'town Manager. Here <br /> n Mashpee, without having an Assistant Executive Secretary, some <br /> duties are passed on that an assistant would perform. <br /> Joe said that he definitely would like an evaluation for this position <br /> and for other positions which have not been done in the last two <br /> years . Schuyler Wires agreed that we meed standardization with regard <br /> to the evaluation process . Joe said that they need some evaluations, <br /> and the Board would like the managers to do the appropriate thing . He <br /> said that people like to tart to their boss . Bob Whritenour said that <br /> he would like to commit to doing that . As a protect# he said that they <br /> can work on addressing the evaluation system. The step and evaluation <br /> system are linked . <br /> Human Resource Director <br /> Bob S hrit nour asked the Board if they received the amended job <br /> description for the Duman Resource Director which would include the <br /> Personh el Board . He said that the Personnel Board is permanent and <br /> will in no way be effected by the Human Resource Director position. <br /> The Director would work with the Personnel Board . . The Board is not <br /> being replaced . Bob said that they need a Personnel Board , <br /> Joe Dellagala asked what the Human Resource Di'rector position would do <br /> for the town's Bob Whritenour said that it will save money in terms of <br /> Coordinating and administrating . There, is affirmative action for <br /> contracts and recruiting . ' He said that a different set of regulations <br /> comes in with 10, 000 people . You meed to have an Affirmative Action <br /> Program, and you need to do a utiliati6n review. It covers all <br /> contracts, and you meed a certain percent of minority and women. <br /> Another- area is to have the additional assistance in collective <br /> bargaining agreements . The role of the Personnel Officer would be to <br /> help coordinate different contracts and to assist in administration of <br /> benefits such as health. insurance . Bob said that they could save in <br /> collective bargaining issues . Bob commented that ' they have a <br /> responsibility to seeing to effective and proper management of all <br /> resources . There is some investment that needs to be made, and he is <br /> looking at it two to three years down the line . He said there is a <br /> lot being asked, and there is a lot needed . <br /> Joe Dellaga a said that he does not feel there is anything that the <br /> Personnel Board could not do . He told Bob that the town has an advan- <br /> tage that is not being taken advantage of . He asked that he would <br />
