PERSONNEL BOAR] MEETING PAGE J <br /> MINUTES BUAY 7. 1994 <br /> '. <br /> give the Board the benefit of the doubt as ho feels the Board could do <br /> good job. <br /> Bob Whritenour said that there are a lot of issues, and he does not <br /> want to dump all of it on the Personnel Board, <br /> Joe Dellagala asked what the cost versus the benefit was? He said he <br /> figured it will cost the department $200.000 $ ,000 for salary, plus <br /> d for benefits ) . Also, you will have to' hire a clerk and office <br /> space will. e needed . <br /> Bob Whritenour said that the wage and reclassification plan needs to <br /> be addressed. He asked "How will we get these things done?"' He went <br /> on to say that we do not want to take things away, We want to help. <br /> Joe asked what the Board could do to help? Schuyler Wires commented <br /> . that he thought the town was trying to avoid loading the tax base , <br /> Bob Sullivan said he thinks Bob should go slow and think about getting <br /> a consultant to d-o some of the projects . Joe said the Board needs to <br /> debate it and knock it around ., <br /> Bob Whritenour said that he wants to work with the Board and is <br /> excited to have a Board . <br /> With reference to meeting with Department Heads, Bob whritenour said <br /> that he wants to be able to define major areas . It is viewed where <br /> some department heads are looking for advocates, and he wants the-9 <br /> Personnel Board to avoid being drawn into the trap. He told the Board <br /> to feel free to have Department Heads come in. There is information <br /> the Personnel Board should be dealing with, and they should make the <br /> Department Heads do their homework . Bob Sullivan said the Board <br /> recommends and does the research, and they have sat down with <br /> Department Meads . Now some of them are confused as to who can talk to <br /> the Board and who can' t . <br /> Bob Whritenour said that he needs a strong Personnel Board and <br /> strong Personnel Department . There is no way that he can do all the <br /> things that his department needs to do and personnel needs to do , <br /> Joe Dellag la again commented that Bob should give the Board the <br /> benefit of the doubt . Schuyler wires said that- it 'threw him off when <br /> one Selectman Indicated she thought the Board members were pro-union. <br /> He said that it was an assumption, and It was good it was brought up. <br /> He said that the Board is trying to do the best for the tax payer <br /> ultimately* <br /> Deference was made to the Personnel Handbook recently received from <br /> the M.M .A. Bob said that he would like the Selectmen to adopt it . It <br /> talks about identifying state statutes and regulations are clarified . <br />
