PERSONNEL BOARD MINUTES
MEETING OF MARCH 21, 1994 PAGE
change the grade afterall , Dave said that the money is fine
but they
wont stay in the position. Some people tet this position as entry-
level , He said perhaps they need to rethink the
whole thing because of
the revolving door, we train theme and they are out the -door.
Joe asked how many times have they changed the poston. Dave said d that
they the position has not been reviewed since - 1392 , a commented that
we are going keep getting' people every year and a half. Dave said it
is a frustrating situation where they keep switching for better `obs .
Joe asked if the job was a boring job? Dave said that it is a very
flexible job. There is a whole bunch of work , It isp to the person
how .it is done and when it is dome . The person is outside all the time .
Bob Sullivan commented that it is an entry-level job . Dave said that
anyone with a reasonable degree of intelligence can learn the basics of
the job quickly. T.here is a lot of opportunity to expand beyond the 'ob
description. The more you learn, the more marketable you are,
Bob Sullivan asked if there is such a position as Sr, Data Collector and
if the Board should be looking at that? Dave commented that the money
is too low and even a lateral move any place on the Cape wouldpay more
money. Dave went on to say that the only chance of getting someone to
Stay is to get someone who doesn ' t want a better job - a person who is
semi-retired or someone in the trades who doesn' t 'want to get up on the
roof and someone with deep ties to the area,
With regard to the Position Questionnaire and review of thep osit, on of
Data Collector, Dave said that he did not return it to be Board because
the position is the position as described in the job des ription. He
explained that when they started the position, they were reorganizing
g
the office. There was no permanent position, and they had $18r000 in
the budget* The salary was set . n an arbitrary way,
The position requires measuring houses, going to businesses and listing
personal property and then entering information on the computer, it
also re-quires someone who is self-sufficient . and who can mate decisions ,
Dave mentioned that he. wants someone with staying power.
Discussion centered around the request for upgrade of the position. -p Bob
said that research should be done by Personnel . Dave commented that the
upgrade would not have kept any of the people that left . Joe asked what
could be done to keep the employees interested in the position? Dave
said that he did not think anyone was bored , It is a decent job. The
oard indicated that they would recommend tabling the article requesting
g q
- the upgrade which was submitted to the Board of Selectmen. Dave said
that it would not upset hire at this point -if the article did not go to
town meeting, however, he would not want to wait another year.
