PERSONNEL BOARD MINUTES PAGE 2 <br /> MEEETING of APRIL 25, 1994 <br /> ,whether to implement a procedure for certification by a health care <br /> provider of an employee ' s fitness to return to work , <br /> .whether to require periodic reporting on the status and intentio-n of an <br /> employee to return to work . <br /> *Whether to permit the accrual f seniority and other benefits during the <br /> , leave period . <br /> -The arrangements for the payment of an employee ' s share of health <br /> insurance premiums during unpaid leave , . <br /> .Whether to implement a procedure for recovering health insurance <br /> premiums upon an employee ' s failure -to return to work , ' <br /> ,whether statutory leave may be taken in addition to other leaves . <br /> The Board felt that. medical certiflc tions, the follow up, and an <br /> decisions .r .garding health insurance should be made by the Personnel Board . <br /> The Policy will be submitted to the Board of Selectmen/Executive Secretary <br /> for acceptance. <br /> REQUEST FOR PROPOSAL <br /> The Board addressed several issues to include in a Request for Proposal <br /> for a job classification and pay scale study, review and composition o <br /> various personnel bylaw changes . The issues included in the request <br /> pertain to input received from the Board of Selectmen, Executive <br /> Secretary, Finance Com Ittee, and employees relative to updating the <br /> Personnel Administration Plan . <br /> The issues to be included in the Request for Proposal are : <br /> .Review of all positions for the purposes of passible reclassification, and <br /> evaluation of any requests for new positions . <br /> -Review and recommendation of the leave policy with respect to providing <br /> a comprehensive program' of annual , sick, and other types of leave de- <br /> signed to allow employees to take time off the job for -vacations and <br /> other personal reasons, and to provide for time off without loss of pay <br /> in cases of illness, injury and a variety of other situations . <br /> .Review and recommendation of an annum, vacation leave buy-back arrange- <br /> ment , <br /> ,Review and recommendation of language to be included in the personnel <br /> plan pertaining to positions that fall under Massachusetts General Laws <br /> for the purpose of appointments, access to the town ' s _grievance procedure, <br /> discharge, etc , <br /> Review. and recommendation of a change in the wording of the town' s <br /> probationary period . <br />
