8 <br /> Board of Selectmen <br /> Minutes <br /> April 23, 2018 <br /> APPOINTMENTS & HEARINGS <br /> Discussion and Approval of Annual Beach Concession Contract Recreation Department Director Mary <br /> Bradbury: (continued) <br /> Motion made by Selectman Gottlieb to award the Annual Beach Concession Contract to <br /> Cape Cod Slush Co., d/b/a Cape Cod Slush & Ice Cream Co. for the three year term as referenced. <br /> Motion seconded by Selectman Cotton. <br /> VOTE: Unanimous. 5-0. <br /> Roll Call Vote: <br /> Selectman O'Hara,yes Selectman Cotton,yes Selectman Sherman,yes <br /> Selectman Cahalane,yes Selectman Gottlieb,yes Opposed, none <br /> Cape Cod Commission Update; Ernie Virgilio: <br /> Mashpee's representative to the Cape Cod Commission, Ernest Vigilio was before the Board to give an <br /> update regarding spring activities relative to the Town of Mashpee. As noted, a proposed change in the <br /> review of the local comprehensive wastewater management plans will allow for staff-level review and <br /> sign-off by the executive director to streamline the process in a more efficient manner. The Mashpee <br /> Comprehensive Watershed Nitrogen Management Plan is pending before the Cape Cod Commission as <br /> a Development of Regional Impact (DRI) and could be reviewed under the expedited process if <br /> approved. <br /> The Cape Cod Transportation Improvement Plan from 2018 to 2022 will fund highway and transit <br /> projects across the Cape. The $149.3 million dollar project would allocate $9.3 million or 11.7% for <br /> Town of Mashpee related projects. <br /> The CCC is assisting the Mashpee Department of Public Works with the redesign of Route 151. Work <br /> includes intersection improvements,traffic signal upgrades and left turn lanes at key areas. A safety <br /> audit is also being performed at three intersections associated to Route 151. <br /> Mr. Virgilio indicated the Commission is also coordinating the development of Mashpee's Hazard <br /> Mitigation Plan for submission to the FEMA. The plan was adopted by the Board of Selectmen in <br /> November of 2017. Aspects of the plan include the identification of vulnerabilities and potential impacts <br /> of natural disasters with minimization strategies. <br /> With regards to the 208 Implementation Plan, there is considerable progress and support from the EPA <br /> and MassDEP. <br /> In closing Mr. Virgilio commented on the outstanding leadership skills of the Cape Cod Commission's <br /> Acting Director Kristy Senatori. The Board of Selectmen agreed that Ms. Senatori is a great candidate <br /> for the position. Ms. Senatori is also well received by the Town of Mashpee. Mr. Virgilio was requested <br /> to continue to update the Board of Selectmen on a regular basis. <br />
