I *Board of Appeals Minutes - April 13r 1994 40 I Dick "n Ellie's Flea Market - Albert Wiseman, Manager Request a Modification of Sections 4 . and 5, of Special Permit 92-56 issued to Charles Tal nian TRS, to allow tents to remain in place on the property and to allow a watchperson on the property during the hours of 9 . 00 P,M, and 6 . 00 A.M. The Flea Market is located in a -1 zoning district at 650 Falmouth Road Map 81 , Block 4 ) Mashpe , MA, (owner of record: Charles M. Talaian TR. ) . Members sitting: M. i akunas, E. Govoni, J, Regan Mr . Wiseman explained that many of the vendors put up tents for protect ion from the weather and it is difficult for many of them to take them down daily. He is proposing to have a uniform appearance for the tents with grey tops and blue sines and will probably be used in four or five rows . He said the night watchperson would police them at night . - Mr . Wiseman explained that he . has someone who will install the teats and sell them to vendors . They will be l ' x 201 or 2011 x 20 ,' , M * Regan asked how many would be used and Mr . Wiseman estimated 120 . There was discussion that fabric was waterproof canvas . Robert Lynch, a member of the audience, explained that the tops weigh 30 to 40 pounds .and are difficult to put up and remove daily. He said that there is more danger in putting them up and down daily. Mfr . Wiseman said tents would be taken down the end of September . Mary McCormack, a resident of Deer Crossing, asked if there were any by-laws on teats and Mr . M kunas explained that the restrictions were in the Special Permit. Ann Tierney, a► resident of Deer Crossing, said she was concerned with the appearance of the site , Mr. Wiseman said hand made signs Mould not be used. He said he would start having one policeman on duty from Memorial Day weekend. He said if the Police Chief felt more police were necessary h will hire them. He said traffic would be redirected so that no exiting will be allowed opposite Deer Crossing. Richard Lynch, a member of the audience, asked for a schematic and Mr. Makun s reviewed the approved plan. sir . Wiseman said he would gave a phone number for people to call with any problems . Several vendors spoke in favor of alloying teat tops to stay in place. Mr . Makunas asked if the night wat hper on would occupy camper on the site and Mr . Wiseman confirmed that he would but that no other cars or trucks on the site would be occupied overnight .
