Friel read letter from Conrad Decker ,. representing <br /> Ma hpee Rotary, requesting the hearing be continued to <br /> October 26 and asking for a -day extension. <br /> Mr . Friel moved to continue the hearing. Mr . Re an <br /> seconded. All agreed . <br /> Five star Recycling Inc . - Requests a Special Permit under <br /> Section 174-25 .G. 6 of the Zoning Bir-laws to allow <br /> materials recovery facility ( recycling plant ) as <br /> wholesale business and storage in a roofed structure in <br /> C-2 oning district on property located at 10 Echoad <br /> (Map 20 , Block 2 ) Mashpee , MA. ( owner of record: EMIF <br /> Penn Ltd . Partnership ) * <br /> Members present : E ,- Govoni ,. J. Regan,, J . Friel # R . Nelson,. <br /> K. Mars it Tr til s <br /> Mr . Govoni read a letter from the Board of Health which <br /> included a D ,E # s determination, Attorney Robert Mills <br /> represented the applicant and explained that the facility <br /> would handle presorted and co-mingled goods of plastic and <br /> metal and paper . The materials are sorted and loaded onto <br /> trailers for delivery to wholesale outlets . D .E. P . has <br /> limited them to handling 100 tons of material per day. He <br /> explained that they would repave Echo Road to the south <br /> property line and showed pictures of the poor condition of <br /> the roan, He also stated that landscaping would be added, <br /> They are also considering a depressed loading ramp . <br /> Mr. Mills said the hours of operation would be 8 to 3: 30 . <br /> He said five trues will be entering and leaving the <br /> property per clay. Harold Wiggins of Fire Star said here <br /> would be seven trucks per day. Mr , Friel asked if plastics <br /> would be clean and Mr . Wiggins said they would be and he <br /> would be receiving plastics from transfer stations . Mr . <br /> Mills said records had to be filed with D .R. P . every 9 days <br /> and they could not have more than 1 of residual waste . <br /> Mr , Wiggins explained that plastics are compressed and <br /> baled as soon as they arrive and shipped out as fast as <br /> possible . Mr , Friel asked what will happen to runoff from <br /> the compressing machines and Mr . Wiggins said the site is <br /> - cleaned every night . Mr . Wiggins said the majority of <br /> materiel will be paper , Mr . Mills said there would be a - <br /> truck scale in front . He said there would be no noise with <br /> the boors shut . Mr . Friel asked about parking and Mr . <br />
