Minutes of Combined Meeting of <br /> Mashpee Design Review Committee and <br /> Mashpee Plan Review Committee <br /> Held Tuesday, September 18, 2012 <br /> Mashpee Town Hall Meeting Room 1 <br /> Design Review Members Present: Walter Yarosh, Mary LeBlanc, and Jonathan Furbush <br /> Plan Review Members Present: <br /> Charlie Maintanis, Local Inspector <br /> Tom Fudala, Town Planner <br /> Joel Clifford, Fire Inspector <br /> Glen Harrington, Health Agent <br /> Catherine Laurent, DPW Director <br /> Scott Carline, Police Department <br /> Joyce Mason, Town Manager <br /> Charlie Maintanis called the meeting to order at 9:03 a.m. <br /> Cotuit Solar <br /> 36 Savannah's Path <br /> New Commercial Building <br /> Conrad Geyser appeared. He said the property is zoned commercial but residential use. He would <br /> like to figure the best way to get commercial use. Mr. Geyser showed a Plan to show what is <br /> happening on the site. Main issue is set backs from a paper road. Walter Yarosh said he went and <br /> looked at the site. Tom Fudala noted that site was residential but owner had re-zoned to commercial <br /> and it is zoned as C-2. Walter said it comes down to set-back requirements. Walter said he <br /> calculated the height would be 22 feet and would run about 10-11 feet on the small side. The square <br /> footage per structure would be about 2400 square feet...that's a pretty big structure. Mr. Geyser <br /> agreed with Walter's statement and said that size is typical of these solar panel structures. Walter <br /> said it is very large and he thinks this is over-building a lot. Mr. Geyser replied that with paper road it <br /> wouldn't be seen. Walter pointed out that you can't assume paper road will always stay that way. <br /> Walter said he thinks this is a great business, but it's not the place to put it. The discussion and <br /> review included the following: <br /> • Mr. Geyser said he couldn't access off Simons Road so they're doing Route 28 access. <br /> • Jonathan Furbush pointed out the 20% lot coverage. Also, Mr. Furbush not satisfied with set- <br /> backs proposed, <br /> • Mr. Geyser willing to forego third barn further to the south. In order to do anything, they need <br /> some type of set-back relief. Walter noted Applicant creating own hardship so difficult to ask <br /> for hardship variance. <br /> Solar panels are for production purposes. <br /> • Nobody would live there;just some office space, <br /> Walter said if changed to C-2 zoning and no one looked whether it could be developed, maybe <br /> get rid of the paper road. Mr. Geyser said some of the problem comes from the fact that the <br /> paper road is there and he feels getting rid of the paper road makes sense. Walter said if <br /> paper road removed and you comeback to Design Review then it would be a screening issue, <br /> which can be dealt with. <br />
