10 <br /> Board of Selectmen <br /> Minutes <br /> June 18, 2018 <br /> Operation of Mashpee Wastewater Treatment Facility: <br /> It is the recommendation of the DPW Director to award a contract to Weston& Sampson, Inc. for the <br /> operation of the wastewater treatment facility at the Mashpee Middle/High School to include the <br /> operation/inspection of two pump stations in FYI 9. <br /> Weston& Sampson was the low bidder and selected as the preferred contractor based on their project <br /> approach and qualifications. This is the first year of a three-year bid proposal. <br /> Motion made by Selectman Gottlieb to award a contract with Weston & Sampson,Inc. for the <br /> operation of the wastewater treatment facility to include the operation/inspection of two pump <br /> stations in FY19. <br /> Motion seconded by Selectman Cotton. <br /> VOTE: Unanimous. 5-0. <br /> Roll Call Vote: <br /> Selectman Sherman,yes Selectman Cahalane,yes Selectman Gottlieb,yes <br /> Selectman O'Hara,yes Selectman Cotton,yes Opposed, none <br /> Review of Preliminary Plans for Cotuit Road Sidewalk and Drainage Improvements and of Options for <br /> Cotuit Road/Route 130 Intersection Realignment: <br /> gent: <br /> The Board of Selectmen met with Catherine Laurent,the Director of Public Works and Matthew Eddy, <br /> civil engineer of Baxter Nye Engineering & Surveying to review conceptual plans proposed to realign the <br /> intersection of Cotuit Road and Route 130. Preliminary plans include a sidewalk on the east side of <br /> Cotuit Road from Route 130 to the Town Line at Somerset Road. <br /> The sidewalk as configured is located within the road right-of-way. Therefore there is no easement <br /> takings required for the sidewalk with the exception of a small taking at the intersection of the sidewalk. <br /> Granite curbing is proposed along the sidewalk areas in the locations where the separation is not feasible <br /> due to utilities, topography and trees. A grass strip is planned to separate the sidewalk and the street. <br /> Two options are being considered for the re-alignment of the intersection. This is a high accident site due <br /> to vehicular speeds, the skewed alignment and with the traffic island separating the lanes on Cotuit Road. <br /> Currently, the plans are 75% complete. Plans would realign the intersection to 90 degrees and eliminate <br /> the existing traffic island. Cotuit Road would be realigned opposite Emma Oakley Mills Road. The <br /> design configuration would force traffic to slow. Final design plans will most likely provide a rumble <br /> strip or grooved surface to reduce speed. It is the recommendation of the project engineer to select <br /> Option I which would require the relocation of one utility pole. <br /> With the Selectmen's support, construction would begin in the fall. It is anticipated this project would be <br /> a multi-season construction project beginning with clearing and grading for the sidewalk, and drainage <br /> improvements. Intersection improvements would follow with paving in the spring of 2019. It is the <br /> intention of the Town to work with the Water District on this project. <br />
