Board of Selectmen <br /> Minutes <br /> .lune 18, 2018 <br /> Public Hearing: Private to Public Road Conversion: Leatherleaf Lane,• Bog River Bend Miller Farm <br /> Road; and Ferngully Pass: (continued) <br /> The DPW Director explained in the conversion process the Town of Mashpee would be accepting all <br /> responsibility for the future maintenance of the road and to ensure the road will conform 100%to <br /> standard. The proposed budget for drainage anticipates the need for additional drainage. This will ensure <br /> in 5 years, the town will not be going back to install additional drainage. It is necessary for the Town to <br /> install curbing as there is a detection of corner-cutting which is causing deterioration. Ms. Laurent added <br /> the budget is proposed to mill the road, and requires the installation of a hardened apron as the final road <br /> may not be at the same elevation is it today. With regards to hydro-seeding, if the town was to disturb <br /> grass areas within the road layout, the seeding would be performed to repair any damage. <br /> The Director of Assessing also indicated the Town is required to borrow the funds to complete the road <br /> conversion. This is the reason for the initial interest payment. The second petition requires 51% of the <br /> property owners, a majority of residents in the neighborhood, one signature per property plus one more <br /> signature to allow the project to move forward to Town Meeting. <br /> The Board of Selectmen reviewed the conversion process in accordance with the bylaw which requires <br /> the residents who benefit to pay the full cost. In the time lag, the Town borrows the funds to pay for the <br /> betterment. When the road is complete, the residents pay the cost through betterment assessments. A <br /> road conversion is a voluntary decision of the residents, and it is a cost of paying for the upgrade of their <br /> road. <br /> It was agreed the Town Manager's Office would remit the Private to Public Road Conversion Public <br /> Hearing notice to the affected residents earlier than three weeks, and present options regarding the <br /> payment terms in the boilerplate letter that is sent to residents. <br /> A few additional questions were asked regarding crack filling and tree work for snow removal. With <br /> regards to hydro-seeding, the loam is supplied by the Town through its Department of Public Works. <br /> Debbie Bailey of Leatherleaf Lane stated this is an area filled with children. She asked when the road is <br /> converted from private to public road,would there be speed bumps and signage. The DPW Director <br /> indicated there are no plans for speed limit signs, only street signs and stop signs where needed. The <br /> default speed of a thickly settled neighborhood is 30 mph. <br /> When asked about public safety response. It was disclosed this service would not change. <br /> Being no further comment, the Board motioned as follows; <br /> Motion made by Selectman Gottlieb to close the Public Hearing. <br /> Motion seconded by Selectman Cotton. <br /> VOTE: Unanimous. 5-0. <br /> Roll Call Vote: <br /> Selectman Sherman,yes Selectman Cahalane, yes Selectman Gottlieb,yes <br /> Selectman O'Hara,yes Selectman Cotton,yes Opposed, none <br />
