MINUTES March 14 , 1991 3 BOARD of HEALTH <br /> Mr, Greelish recommended approval of the Farmers Market <br /> on a trial basis, at which time a determination will he made <br /> as to whether facilities are being utili ed. <br /> In response to Mr. Mc uaidts concerns regarding condi- <br /> tions setforth in the special permit for Dick & Ellie's Flea <br /> Market, Mr, Greelish commented, the sale of food items was <br /> abused, The Farmers Market prFoposal is a unique circumstance <br /> which is clearly delineated in the law. <br /> Questions were raised as to whether a zoning special <br /> permit is required.. <br /> Mr. McQuaid questioned Mr. Ingram as to whether- farmers <br /> could submit documentation that all produce is home crown. <br /> Mr. Ingram replied, he could require a signed affidavit, <br /> -Mr, Costa suggested this ratter be - continued pending <br /> further- research? Mr, Doherty seconded, a l l agreed. <br /> APPOINTMENT: Scott McAskill - 156 Beach Road <br /> Mr'. McAskill , representing . the engineering firm of <br /> Warwick & Associates, was in attendance for this scheduled <br /> appointment. <br /> Mr. McAski l l presented certified mail receipts to the <br /> Board and stated he is present this evening to request <br /> sideline and wetland variance. A four bedroom dwellihg with <br /> detached garage 'is proposed for the lot, The system includes <br /> a 1500 gallon precast tank, 4 flow diffuser rotating beds <br /> with 21 of stone. All -abutters are on public water. <br /> Questions were raised as to whether the proposed system <br /> can maintain 41 of permeable soil without mounding the sys- <br /> tem, <br /> Mr, McQuaid commented plans must be forwarded to the <br /> State for approval of the sideline variance. Mr, McQuaid <br /> recommended relocating the system further in from the side- <br /> lie. <br /> Mr. Doherty motioned to grant a 71 wetlands variance <br /> with the stipulation reprised plans are submitted which meet <br /> Title V sideline setback requirements and Health Agents ap- <br /> proval , Mr. Costa seconded, all agreed.. <br />
