MINUTES ! May 2 , 1991 2 BOARD OF HEALTH Board members agreed.. Mr. Costa recommended' limiting recycling to three days a week, preferably Wednesdays and weekends. APPOINTMENT: Donald McCauley - Occupancy permit, 58 Yardarm Mr, McCauley was in attendance for this scheduled ap- po i ntme nt. I Mr. Doherty stepped down from this issue as he found it to be a conflict of interest. Mr. McQuaid relayed the installer has not submitted the "As Built" card due to nonpayment. "I t is this Boards policy not to sign-off on occupancy permits until both "As Huilts" have been submitted, " "The installer has verified that he is withholding the 'AAs Built" card until payment -is received however, is willing to make financial arrangements with Mr. McCauley. " Mr, McCauley stated financial discrepancies between two parties is no business of the town. "The installer should be required to submit the "As Built" whether there are financial problems or not. " Mr. Costa explained the "As Built" card verifies that the system was installed by the 'individual who was issued the septic permit. Mr. McCauley stated the town cannot act as an agent for the installer, "The installer should have placed a lien on the property. " Mr. ' Costa informed Mr. McCauley the card certifies that the installer performed the work. Mr. Creelish informed Mr. McCauley this Board has estab- lish d precedent as to how this type of situation is handled.
