MINUTES January 2 , 2000 4 BOARD OF HEALTH <br /> Mr. McQuaid stated that these are significant repeat violations and that they <br /> are the sane violations that have been noted at other inspections by the Health <br /> Agents. He presented Board members a memo listing 38 violations since the <br /> Jade Restaurant opened in 1397. He requested that the Board members keep <br /> this consideration in mind. <br /> Ms. Warden noted that an inspection in December shored that the restaurant <br /> was % compliant. This inspection took place subsequent to the public <br /> meeting held for numerous violations of Chapter V ofthe State Sanitary Ceche. <br /> Ms. 'Tara stated that on that Saturday night the restaurant had no heat and the <br /> kitchen was 280. Tie restaurant shut doom early because of this emergency. <br /> IIs. Tarn stated that she was sick that evening and left early. There was no <br /> management at closing time. she was shocked at the state of the restaurant <br /> when she arrived the next morning after Ms. Warden's inspection. She threw <br /> all of the food away that had been left out and also fired the employees who <br /> closed the restaurant that night. <br /> Ms. warden stated that she informed Ms. Tam after the incident that the Jade <br /> Restaurant food manager is responsible for the condition of the. There was no <br /> excuse for the condition of the restaurant, even if Ms. Tam was ill. There <br /> should have been a food manager overseeing the whole operation of the kitchen. <br /> Mr. Doherty noted that anyone can have a bad night, but 38 violations in 21 <br /> ears shows a significant pattern. He stated that he felt the Board had been <br /> more than understanding in the past and that a temporary permit with <br /> intensive regular reviews will be required. He stated that he's aware of cultural <br /> differences between Chinese chefs and Boards of Health, however they still have <br /> to follow state and focal regulations. <br /> Mr. Brooks stated that previous inspection reports indicated some <br /> nn rovement. An inspection in December was excellent and the management <br /> had taken a sanitation course. There is no mistaking that there were numerous <br /> violations in teas of the sanitary code. It is evident from the inspection <br /> reports that the right thing was being done. ith a couple of minor exceptions. <br /> Christine and her sister both passed the sanitation course and they split their <br /> time in the restaurant. This was an extraordinary situation with burst pipes, an <br /> emergency closing and a kitchen at 2 °. He then vent on to say that Christine <br /> immediately fired the cooks who left the food out; she_was never intending to <br /> use the food the next day. Had she gone in there before anyone else, she would <br /> have thrown it away. He stated that Christine has learned from this mistake <br /> and from the course she took. This is not something that will happen again. <br /> Ms. warden required Ms. Tam to throw the food array, which she witnessed. <br /> Everything that was left out was disposed of in the dum ster. <br /> Mr. McQuaid emphasized the fact that the Board doesn't expect Ms. Tarn to be <br /> there every.hour that the restaurant is open which is why she needs to delegate <br /> the authority to someone else who is equally knowledgeable in food sanitation <br /> and handling. It is unfortunate that she had to leave and that the people that <br />
