i
I
TE S January 30, 19 2 BOARD OF HEALTH
Mr. McQuaid stated, "As you k ow we contacted Weston & Sampson to see what
it would cost to have them review the remediation program." "I did get a call from
D.E.I . asking whether a Bill Fisher was authorized or hired by the town to review the
Augat file." "I informed them I did not know a Bill Fisher." "I told Gerard Martin from
D.E.P. yesterday morning that as far as the Board of Health is concerned we haven't
contracted with a engineering firm to review the remediation plans."
Mr. Doherty commented, "Isn't Woodard & Curran the firm that Selectperson
Caf yn wanted to hire?"
Mr. McQuaid responded, "That is correct however, Gerard Martin from D.E.P.
called Woodard & Curran in response to the message on his phone." "He asked for Bill
Fisher and there is no Bill Fisher at Woodard& Curran. '
Board members acknowledged the information.
. Copy of memo to Selcet erson CafbM re: Augatat - Mr. Cram stated, "It was
inferred to nye by Selectperson Cafyn that the Selectmen have moneys available." "That
is why this memo was referred back to Selectperson C ffyn." "I spoke with the
Executive Secretary and he was unaware of the situation."
Mr. McQuaid stated, "I spoke with Alex Rothschild who is an independent F.H.D.
environmental consultant that Augat hired and they are licensed to do that type of study
and prepare remediation plans and G.Z.A. has been in business for years.' "Even the
military uses GZ . on sorra of their waste sites." "I was quite candid with Weston
Sampson in saying that 1'm not convinced that they have the expertise to do hat's
necessary, that is - the residents are asking us to hire a separate consultant." "We are not
talking about'their air sparge system." "what the concern is, is whether or not it's
feasible to allover the remainder of the plume to discharge into Shoestring Bay. ' "That is a
risk assessment." "In my opinion, Weston & Sampson are not the type firm that is
capable of doing that." "In speaking with Mike Scipione he informed me they do have
two or three people who do risk assessments in fact, the man that heads that is from
G.Q.A. and novo G.Z.A. is saying it's okay." "If we go to a risk analysis engineering firm
I don't think it is going to be $2,500.00 I think is will be ten tunes that."
Cram stated, "In myopinion, v e should find out which source we should go
to "
Mr. Doherty questioned 1 r. McQuaid, `Did Weston & Sampson give you any
type of scope-of work?"
