ME�UT'ES February 13,1997 2 BOARD OF HEALTH <br /> Mr. York stated, "According to our tests the muck is clean." `The question right <br /> now is the costs to de-water the material." <br /> Mr. Doherty commented., "If you questioning whether we have the funds, w <br /> don't." `There's going to be considerable costs associated with the landfill capping, <br /> some of it is eligible for grant moneys from the State irregar less, I don't think we're <br /> going to do it inside 2 1 so it will be a different funding mechanism altogether." <br /> fir. Hanks stated, "Right now we don't have any money to dredge the material." <br /> "We are trying to work around to find the least cost method for getting rid of the spoils." <br /> -It's approximately $5.00 per yard to truck the material up to the landfill." "When you <br /> add up the costs of trucking it up there, it costs as much or more of the actual dredging." <br /> "if we're going to have to de-water it and truck it and put it in the landfill the sales point <br /> to the townspeople at town meeting is to say well we were going to spend this number of <br /> money on capping the landfill but the money you spend trucking it under the dredging <br /> fund is something you won't have to spend on the landfill." <br /> Mr. McQuaid questioned, "what would be the costs if you dispose of these spoils <br /> elsewhere?" "If we can stockpile the spoils on the riverbank it will cost an x amount of <br /> money vs. costing an x amount of money to bring it to the landfill." I think we need to <br /> know that comparison." "Through the big dig project in Boston they are offering free fill <br /> to the towns at no cost." "If it comes down to us taping it to the landfill and the <br /> associated costs whatever it is can be used on our behalf to continue to try and convince <br /> the D.E.P. to give us the $350,000.00 grant that they have already signed to give us." <br /> "We need to prove to them how much money we have already spent in preparing to cap <br /> and close the landfill." <br /> Board members agreed to accept the dredge material at the landfill. <br /> 3. Letter from Attorney Mw h Five Star - Mr. McQuaid relayed, "I informed <br /> AttorneyMurphy I would present his request to the Board tonight and that the most likely <br /> outcome would be the Board would like to sit down with him and/or Melvin Refine to <br /> come up with a signed written agreement between Five Star and the town for a repayment <br /> schedule that is acceptable to the Board of Health." "Up until now it has been a verbal <br /> agreement of$1500.00 per week until they are caught up however, their tipping exceeds <br /> the $1500.00 so they were never catching up." "My recommendation is to meet with Mr. <br /> Refine and AttornyMurphy in person at one of our Board meetings, have signed legal <br /> docunnent that we can then go to court with should they fail to abide by it." <br /> Mr. Doherty questioned, "Did he make any kind of an offer?" <br />
