NIMUS February 13, 1997 3 BOARD OF]HEALTH <br /> Mr. McQuaid responded, "No, I haven't spoke with Mr. Keine I spoke with the <br /> Attorney but a verbal agreement is no longer sufficient." <br /> 1Ir. Doherty motioned to grant a 14 day extension from this date to Five Star <br /> Enterprises, Mr. Ball seconded. <br /> . Copy of letter from Weston & Sampson re: I-i h School W.W.T.P. - Mr. <br /> McQuaid relayed, "We're getting an average of 750 g.p.d.." "Weston & Sampson is <br /> sending us this to make us aware of this potential problem in that we are not meeting our <br /> discharge permit parameters only because there is not enough bacteria in there to do its <br /> job." "I spoke with Mike Scipi ne about this last week." "Mr. S ipi ne is going t <br /> contact Peter Smith who is the president of Weston & Sampson and respond to us as t <br /> what our options are." <br /> Acknowledged. <br /> . Events leading to request for funds from Fin. Comm. ,- At this time Mr. Doherty <br /> stepped down from this matter as he found it to be a conflict ofinterest. <br /> A <br /> Mr. McQuaid relayed, "I had submitted a request to F. .M.A. through the Town <br /> Accountant back in September 16, 1996 for$3,500.00 which would be the costs to have it <br /> chipped and.dispose of the brush and stumps." ` Subsequently, I .E.P. came down and <br /> informed us we couldn't stockpile it." "I finally told the contractor to process the stuff' <br /> and then submitted a request for a transfer ofids." "Mr. Cram attended the Finance <br /> Committee meeting and was questioned by members as to how the brush is normally <br /> handled outside of an emergency situation, who gets paid for it, where does the money <br /> go." "In nay opinion, if there is ever a case where an emergency transfer is legitimate it's <br /> in the event of a hurricane where we have to take care of this brush and debris and thea <br /> request it from F. .M.A. first if not from the Finance Committee." "The Finance <br /> Committee was not satisfied, Bob didn't have all the answers neither do I.'' "They asked <br /> whether or not we could pay for this out ofour trash budget." I told Mr. Crain that we <br /> could and I am suggesting tonight the Board, rather than Hassle the Finance Committee, <br /> pay this bill as we have enough money left in our hazardous waste account to pay for <br /> this.' "The contractor is anxious to have this paid." <br /> Mr. Ball directed the agent to proceed with refunding the contractor. F <br /> .
