r c + Chairman stated he would like to see. then broken down geographically Mass and out--of-state'. stated that .each Selettmen would hive 'to go thr-ough each 'a p lication individually and make notes. Selectman Garland asked if the Personnel Board couldn' t take the first initiative., ChAirman stated alright,, but we don' t want to overlook someone that. has practical experience- ,but might riot have a degree and should .inform the Personnel Board of this. Selectman Thomas stated that- she felt, haat a degree had been established, requirements for the , job description had -been established and if you now have waivers that- you wan.t 'at this time, ' I think you have eliminated 'aloe of people that would have applied for the job, and your' re not being fair to the other 93 applicants.. Chairman stated that he didn' t .think so. Selectman Thomas stated, that she disagr ed. Chairman stated that he -wanted to g t the Dost executive secretary he could, and I think that if someone has more practical experience over the years, that is ,more important than a degree. I told people who called me that the job description is there, but w 'do consider prior experience 'as a substitute. Selectman Thomas stated that if the qualifications are going to be changed, she would like to see it done in a legal matter -and the job redvetied. Chairman asked Selectman Garland what he thought, ' electman Garland responded that he - agreed with selectman Thomas. we established a job description legally and 'morally, and I,-think we should adhere to. it. Chairman asked did it say absolutely. The one - I saw-had or equivalent. The advertisement that appeared in the papers was presented to Chairman which he read: "Duties, administer, and coordinate polices set by the Board of Selectmen. Degree in Public idministratlon or Business Management; prior experience required, Respond to 'Board of Selectmen, l ash ee. " Chairman stated that he had read that earlier ,as being and/or. I 'm going to check with Joe regarding our position. Requested that a memo be sent - to Personnel Board requesting that they do ars initial screening, on a priority basis,- and that they furnish the Board with a summary of those they exclude cis not being qualified and their reason for. Also requested that 'the applications be available to the Selectmen at all times. . The Board could not confirm the, slate of August 26 , 1980 , as a date for the Special Town Fleeting. Selectman Thomas stated that lir. Kirsner did not feel - that the south. Cape Beach -Committee' would be prepa.red to meet that date. Chairman stated that if that' s the case, then the alternative is to have the special in September on south Cape Beach instead of August. P% ~2-
