upset that none of the local contractors were notified. - The <br /> contractor that you did hire does not have a registered company, <br /> • does not pay taxes in the Town of Mashpee or the State of <br /> Massachusetts and there are well drillers in this Town, like <br /> myself, who are registered, do pay taxes and who are insured. <br /> I am upset about the way this was gone about. I don' t think it <br /> is right that the Town should go out and get an outside contractor <br /> who is really not qualified and when someone puts in for a bid they <br /> have to meet all the legal qualifications . <br /> Chairman asked Mr. DeMaggio if he knew that there was no bidding. <br /> Mr. DeMaggio answered that he did. <br /> Chairman asked did he know it was an emergency. <br /> Mr. DeMaggio responded that he did know this. I also know that <br /> I did an emergency job and was never paid for it by this Town. <br /> There was a political battle between parties . <br /> Chairman responded that he didn' t know this , however, if there is <br /> a problem in other cases, he would have to take up up with his <br /> own attorney. <br /> Chairman informed Mr. DeMaggio that in this case , the water stopped <br /> and the Board of Health declared an emergency and the Town Hall <br /> was closed. I do know that agents for the Board started contacting <br /> plumbing contractors starting with the Plumbing Inspector and <br /> worked their way through until they found a person who could come <br /> right away and do the job. I am sure that, not only yourself, <br /> there are other people just as capable who were not contacted. <br /> Mr. DeMaggio stated that as far as he was concerned, the man was <br /> not qualified. He 's not a registered company; he is not a tax paying <br /> company. <br /> Chairman responded that all he knew was that actions were taken by <br /> this Board to secure a person or a company who could remedy the <br /> situation as soon as possible. That was done on an emergency <br /> basis and because it was an emergency basis , a health emergency <br /> basis , there is no time to go out for bid. We go out and get <br /> the person who can do the job who we thinkis qualified and do it <br /> as soon as possible . Just because you or a few others were not <br /> contacted doesn' t mean that we did not contact you purposely <br /> It means that as we went down the list and found the first guy that <br /> could drop everything and do it, that was as far as we when - this <br /> was an emergency. <br /> Mr. DeMaggio stated that he thought there was alot of negligence <br /> because his office is a mile away from Town Hall and his phones <br /> are manned 24 hours a day. I happened to be in my office all <br /> day yesterday and as you said it was an emergency, but I have done <br /> emergency jobs for this Town because the person that did the job <br /> first did not due it properly. <br /> Selectman Thomas stated to Mr. DeMaggio that she herself spoke <br /> to him on the phone , she knows that he has spoken to the Health <br /> Agent and other people in regards to this situation. When we <br /> started out, we called Jeffrey Mills and could not contact him, <br /> -5- <br />
