we called Mr.. Jacobson and could not contact him and then since <br /> we knew where Mr. Penini was , we went there . We had no idea what <br /> • this emergency was going to development into. We could not have <br /> prepared any specs whatsoever for what we found out. We can not <br /> close Town Hall for any length of time for a week or two weeks <br /> while we prepare specs to go out for bid for this particular job. <br /> Our income which keeps the Town going can' t be shut off. We have <br /> to put the Town Hall back in operation as soon as possible. I 'm <br /> sure that this is not an item that' s over $2 ,000 . 00 that had to <br /> go out for bid. We acted in the best manner that we could to get <br /> the show back on the road and working. This was the situation that <br /> we were faced with Monday afternoon and we made a decision. It <br /> was an emergency. <br /> Selectman Garland stated that he would like to amplify Mrs . Thomas ' <br /> remarks by saying we went out and hired someone that was capable <br /> of making the repairs and to determine why we had no water. <br /> Mr. DeMaggio stated that he was only here to express his opinion <br /> as a taxpayer, which he felt he had the right to do. <br /> Chairman again stated that this was an emergency and we had to get <br /> the Town Hall back in operation as soon as possible. We did not <br /> have time on our side to exhaust all efforts and contact evervone <br /> we knew. The first guy that had the knowledge to tell us what the <br /> problem was and to work on it came and worked on it. It' s as <br /> simply as that, and I would do it again. No personalities involved, <br /> • and it' s exactly as I would do it again. <br /> Mr. DeMaggio stated that he would like to go on record as saying <br /> that in anything like that, I should have been one of the ones <br /> contacted. The next time I submit a bid, I would like you to <br /> remember how this was done . Thank you. <br /> 12 . Motion made by Selectman Thomas , seconded by Selectman Garland, to <br /> accept Petition of New England Telephone and Telegrah Company and <br /> New Bedford Gas &Edison Light Company for 23 joint pole locations <br /> on Asher' s Patch and Meetinghouse Road. Declared a vote by Chairman. <br /> 13. Signing of Clerical Contract did not take place as it could not be <br /> found. This will be on action next week. <br /> 14. Officer Jim Ames returned and informed Board that he thought he had <br /> found a solution to the dog problem (Peggy Johnson) . <br /> Chairman responded let' s do it and worry about the interpretation <br /> later. <br /> Officer Ames responded that he would do it as long as he could have <br /> the backing of the Board. The law reads : "An inspector who upon <br /> examination of a domestic animal suspects or has reason to believe <br /> that it is infected with' a contagious disease shall immediately <br /> cause it to be quarantine or isolated for at least 10 days. <br /> Chairman responded that we have done that. <br /> -6- <br />
