Admin. Meeting
Page 2. 1.1/18/81.
his - opinion on the ratter-, Sel. Thomas stated that it appears to her
that the Pirate' s Cove group has successfully tapped
the Town for fund
once; now they wart to try -to do so again. She pointed out that this is
why we need to have the Highway Dept. Superintendent bring -the matterbe-
fore Town Meeting to help got some , pri rities established. After all ,
there are many other areas in Town that are having problems with their
roads , and Pirate.'s Cove has had some attention recently.
The Selectmen agreed to having the request from- the Lioness for the
use of Town Hall- placed on the Agenda for the .next day.
Tom' s Place: Mr:.' Murphy reported on the apparent imminent inent sale of the
property, and the fact that the buyers have notified this office of their
hope to open on December 7 or ; he doubts if the license can be pro-
cessed that quickly. Sel. Thomas statd there ray someone at the
A.H. . . (Mr. Casino) who might be willing to cooperate in "walking it
through" . The Selectmen i true t ed Mr. Murphy to -go ahead and s h dul e
a Hearing as early as possible , and they will vote on the transfer' . re-
- quest tomorrow, o far as initiat"ng the process.
8 )
r. Murphy reported on the M, Saturday morn ing s s s ion' which he had
attended. He had picked u ome potentially useful insurance information,
and passed it along to Barbara Hammond for her reaction.
Selectmen' s Deports
Sel. Thomas brought up the question of negotiations , since there are two
coxftracts coming up to be negotiated, she feels the Board had better start
some planning. Both she and Chan. Garland had attended the Joint Labor/
Management Session at the- W.M.A. Annual Conference. Mr. Garland had found
the way they - operate most interesting. As far as compar-.rig what is happen-
ing between Towns, this information is only valuable if you also have in-
formation as to where the negotiating parties started; one Town may be
givzng a 1 increase in salaries , which would only be bringing g it up to
the level of where other town' are presently.
Sel. Thomas stated she feels it is most desirable to have the settlements
before Town Meeting,g, i f possible.
Chm. Garland reported on some proposed changes in ambulancemanning- that are
being' suggested - such as , reducing the number required on ars am-bulance from
to 2 men. He cited some examples of where this would be more practidal.
Sel'. Thomas agreed that if someone's life is not in joepardy, they should
not be allowed to tie up an ambulance with a minor injury.
r.' Murphy iI n u.ired if the Selectmen had decided who would carry out the
negotiations - do they intend to, hire- someone to negotiate for them? Sel
Thomas 'stated that' she does not feel that John Weld 'is as .interested in
the' Town of Mashpee as he. should be. Chm. Garland suggested e contact the
Joint Labor/Management. Hoard to get recommendations for someone to fill the
role of negotiator. He doubts that Town Counsel would have the time to be
their Chief Negotiator, -or if he would actually be prepared to do so. Mr.
Murphy will contact the Jt. Labor Management hoard. Sel. -Thomas feels the
Personnel Board ,' Selectmen and Executive Secretary should he able to sit in,
Mr . M rphy advised Sel, Thomas that she is in, a very . ensitive position.
hm. Garland feels her presenceould jeopardiz-e things but he emphasized
it is up to her.
