l
I'
is
•
Admin. Mtg.
12/22/$1
Page 2 .
that would hit there again this year. However, Se l. Thomas' pointed out
there are others that could be increased: establishments not -serving
alcoholic beverages , movies , stable, mobil hone parks . Mr. Murphy con-
tinued that. there are two type fees - those that require Towm Meeting
action to affect an increase, and those that the Selectmen and the Board
of Health may increase by their own action. Sel , Thomas pointed out that
there are several places in town that are operating in excess of their
licenses, i.e. Dick and Ellies , who have far more video and vending
machines than they are licensed to have. The problem is that we have no
one doing inspections , aitd the license holders know it.
7 The Selectmen discussed the question of rolling back the closing hour o
liquor establishments; they agreed to wait for a recommendation from the
Town Counsel.
Regarding the matter of holiday pay in the firefighter' s contract, Mr,
Murphy 'asked the Selectmen if they want to consider -changing -their posi-
tion, or hold firm? The Selectmen agreed they intend to maintain their
present stand. Chem: Garland said one of the firemen threatened to strike,
but he doesn' t know how serious he was. He questions the motive on some
of these matters .
Regarding the matter of the handling. of parking tickets and appointment of
'a parking clerk, Mr. Murphy referred to his Memo (see -attached) . Chm,
Garland--will go along with the hiring of a service bureau to process the
tickets , if all the towns ar6 going- to- use the same service. Selo- Thomas
said .that Sel. Carr of Sandwich will need a letter after tomorrow-' s meet-
ing, if this Board agrees to going along with the Service Bureau plan.
Mr. Murphy will look at the possibility of having a service bureau process
parking violation tickets for the Town of Mashpee in the future - he f eels
it will probably- be most practical to go with the MMA for the provision of
this service.
l Regarding New Seabury Inn' s request for closing for renovations , Mr. Gar-
land suggested writing Chris Kue] ler and telling hire that this Board will
authorize a closing until 'the end of January. If they need to go beyond
that time.' they must ask for an extension. Mr. Murphy will cheek the law
on this matter.
Mr. Garland pointed out that some towns allow establishments to close dur-
ing the week during- the off-season, even though they hold annual licenses.
But they must be open on week-ends to Maintain their annual. licenses..
11 The Executive Secretary referred to an Act see attached) recently passed
by the legislature, relative to prohibiting strip-type entertainment in
establishments holding liquor licenses . He pointed out that the ,courts
had recently thrown out local authority over this matter. It was sug-
gested that this could be included in our liquor license regulations . Both
Selectmen felt it would be a good idea to consider this as a proposedBy-
Law at a future Town- meeting. - Sel. Thomas said she would also like to
pursue the "Juice Bari' By-Law that was seat to the Planning Board several
gears ago, but no action has taken place on it.
SELECTMEN ' S REPORTS
Sel. Thomas reported the good news that we will be receiving some monies
from Coastal Zone Management,,
