This shows our needs and what we can .afford, this <br /> helps project what we can spend,. , This will establish a debt ceiling <br /> based on total budget. Joseph Murphy explained that the Town <br /> Accountant had forwarded a memo to the Selectmen informing them that <br /> the town- could no longer afford to do repairs to private betterment . <br /> The Board had requested Town Counsel ' s opinion. Mr. Murphy concurred <br /> with the Town accountant and Town -Counsel agrees that the town is not <br /> in the business of being a contractor.
