Page <br /> 7:45 The Board of Assessors res Property Values in FY 86, <br /> Bill Clendenin, Connie Courtemanche and Pari Davis met with <br /> the Board to discuss two articles which they are proposing <br /> for the special town meeting and to ask for the Selectmen's <br /> support . <br /> Mr. Clendenin made reference to a letter adddressed to his <br /> Board dated Larch 2, 1984 in which it says Chapter 79 re- <br /> quires <br /> - <br /> uire the Commissioner of Revenues determine every three <br /> years that locally assessed values represent full and fair <br /> cash value . The assessment as of January, 1985 must satisfy <br /> the Commissioner of FY 86 certification standards and that <br /> now is the time to raise and appropriate funds with the com- <br /> munity <br /> om- <br /> munit being responsible for supplyiRg reasonable resources <br /> in funds to implement the program. <br /> Mr . Clendenin said that through August , 1984 there were 702 <br /> permits. His Board has been looking at ways to handle the <br /> tremendous amount of growth and they feel changes must tate <br /> place . He went on to say that to compile preparation for the <br /> 1986 billing, they have to prepare certain reports which wi l l <br /> deal with problems arising of ter a study of sales analysis, <br /> after a complete field check -and further market study. They <br /> have to start working on some 1 i stem., which would be indi- <br /> viduals w <br /> ndi- <br /> idual h i ch would start sometime in 1985. <br /> k <br /> kThe first recommendation i that an article be submitted to <br /> create a perm anent full-time professional position in the <br /> AssessingOff requiring an individual to be a data <br /> processing, input collector and assistant field examiner to <br /> work behind Pam Davis. Additionally, it is Pani"s recommen- <br /> dation <br /> ecorrmen- <br /> dation that a terminal be installed in their office which <br /> would result in a cost of $3600 for a six-month period, which <br /> would include purchasing the terminal , the installation of <br /> the terminal and the telephone work associated with i t . The <br /> article will request the sum of $46,900. A job description <br /> has been drawn up which they would l i e to take to the <br /> Personnel Boardi. <br /> Pam Davis commented that by FY 89, they expect the Assessors <br /> to have visited all projects in the town once more. They are <br /> thinking of doing it on either a two or orae-year Basis and <br /> that would require a separate group of people which would <br /> have to be trained, <br /> Selectman Terry asked about the salary for the person's Bi l l <br /> l ender i n said that they were looking in the area of $15,000 <br /> to $16,000 , Selectman Hanson suggested they touch base with <br /> the Personnel Board# Selectman Terry wished thea success and <br /> thanked thea for coming in commenting that they understand <br /> the kind of backlog and that they have to have i t . <br />
