If there is no immediate evidence of intoxication, a traffic <br /> safety brochure will be .given to the motorist. The contact <br /> officer will suggest to the motorist that he/she read the bro- <br /> chure at a later time for amore complete explanation of the <br /> stop. The motorist will then be assisted to safely proceed. <br /> D. During the conversation with the motorist, the officer will <br /> establish if reasonable suspicion exists to warrant further <br /> field sobriety testing. <br /> E. The contact officer shall pay particular attention to any symp- <br /> toms or indicators of impairment, to include but not limited to <br /> the following:. <br /> 1) Ability to follow the directions of the physical layout of <br /> the checkpoint as well as those given by uniformed police <br /> officers. <br /> 2) Ability to follow instructions while engaged in conversa- <br /> tion with the officer (divided attention) . <br /> 3) The driver's speech pattern, coordination, flushness of <br /> face, reaction of eyes to light, and any odor of intoxicants. <br /> 4) An odor of intoxicants warrants asking the driver if he/she <br /> has been drinking. <br /> 5) Irrational or erratic behavior consistent with an impaired <br /> subject. <br /> 6) The odor of intoxicants, and at least one additional indica- <br /> tor or symptom of impairment must be present to justify fur- <br /> ther investigation. Full documentation articulating speci- <br /> fically the circumstances which led to the formulation of a <br /> reasonable suspicion of impairment shall be completed. <br /> 7) Contact officers shall utilize a flashlight to illuminate <br /> the driver and occupants of all vehicles, for the purpose <br /> of officer safety and to check the condition of the driver <br /> and monitor his actions, as well as those of the other occu- <br /> pants. <br /> lo J, <br />
