Kerfoot cont , <br /> letter was presented to the Board from the Kerfoot Company on <br /> behalf of the people involved i n the project which states that the <br /> diagnostic study portion is beingwrapped up , They are holding <br /> only portions of the diagnostic study in the event that they run <br /> into some questions regarding hazardous waste which would require <br /> additional analysis during the feasibility considerations. <br /> The three major or are that the diagnostic study has identified <br /> which require action and attention: 1 . Otis Discharge whyich <br /> occurs in the Fisherman Cove area 2. Northern storm water <br /> discharges from the base and 3. the old Cranberry bog area and <br /> road run-off connected with road areas which surround the pond on <br /> both the Falmouth and Mashpee side . <br /> At the end of the feabilit , by "tate contract requirements, they <br /> must 1 i st the recommended actions, make a 1 i t of the agencies <br /> that would be involved i th this and also a cost associated i th <br /> the action for the draft feasibility. <br /> Dr . Kerfoot said that they were making a recommendation at the <br /> present time a that there be an aresting phosphorous movement on the <br /> Falmouth side . He commented that the phosphorous, which is just a <br /> nutrient not a hazardous material , was discharged to the eastern <br /> beds which the base has ceased operation is still comming and this <br /> arrival has brought about fi h kills. It is a condition which <br /> i 1 1 ret worse rather than improve unless action is taken. It <br /> could be stopped by either air or peroxide injection. These <br /> applications will be discussed with EX. Jordan and in -more detait <br /> with dash pee Selectmen as well as the U. . # . <br /> Dr . Kerf oot said that they are considering acquisitions of parcels <br /> of land on the northern side . 1 . for good water shed management <br /> and 2. because of the thick sediments at the northern end of the <br /> pond. <br /> Dr . Kerfoot said that they are finding that individual p t i c <br /> systems i n the Tri-Town Circle area are , in fact , creating plumes <br /> and loading the pond with phosphorous. He recommended that the <br /> Selectmen extend the moratorium on development on the identified <br /> parcel referred to as A, 8, D sections) until completion of the <br /> feasibility study with a water shed management plan in place in <br /> the i ashpee recharge zone and until the completion of Task II and <br /> Task V for Otis i r Force Base concerning identification 'of <br /> hazardous materials. <br /> Dr . I erf oot indicated that they had some discussion i th the <br /> potential developers of the area --- Prime Property (which i <br /> parcel A) . He also talked with Tom Fudal a, Town Planner , relative <br /> to the initial cost of purchase which is roughly $1 ,400 ,000 0 for <br /> the parcel . <br /> � - <br />
