S 1 <br /> X S <br /> t + <br /> I <br /> 6d. of Sel Minutes <br /> Meeting of October 8, 1986 <br /> Reference was made by Dr . ( afoot to the Priestley property. Dr . <br /> erf of went on to say that there is an easement area which Otis <br /> has for the storm discharge. There could be action taken aside <br /> from purchase in damming to reduce the volume of discharge charge which <br /> could have beneficial affecis by reducing sediment transport . <br /> el . Lawrence asked if that all directly went into the Priestley <br /> property? Dr . i erf oot making reference to the map replied that it <br /> is on the left-hand side. <br /> Dr. Kerfot said that they raised the question to E.C. Jordan if <br /> damming of that f l w would result in changes of direction of <br /> plumes i f the hdrol i c s of the area would be detrimental . He said <br /> that they would need a definition of that to continue with the <br /> feasibility study* <br /> Dr . i erfoot said that the discharge on the Falmouth side into the <br /> pond is clearly cauling a cultural eu troph i cation which in their <br /> opinion could be a violation of the Ma. glean later Act . He said <br /> that a portion of the offshore discharge occurs in the waters of <br /> ashpee. He will keep the Board informed. <br /> copy of the extention of the third quarterly report was <br /> presented to the Board by Dr. Kerfot . It includes docuen tat i on <br /> of the present source of the plume, a reap showing an extension of <br /> the discharge area offshore , etc . <br /> Dr. Kerfoot made reference to the Black Bock Region stating that <br /> they have seen a change in the species composition of fish. They► <br /> are getting away from trout and bass and are seeing catfish . H <br /> said that the conditions in that area will continue and enlarge <br /> and that the worse conditions have not been reached yet . It would <br /> probably take until the year 2000 until the actual groudwater <br /> would clear i f no action is taken. H a i between 1 984 and 1987 <br /> water which originally was at the beds wi l l have moved into the <br /> pond. Phosphorous moves very l owl ; l i e molasses. Dr. Kerf of <br /> said that it should definitely ba addressed and action taken to <br /> immobilize it. <br /> e l x Thomas asked if it affects the groundwater's Dr . Kerf of re- <br /> plied <br /> e- <br /> plied that it affects groundwater by creating a reduced condition <br /> subject to odors and unaesthetically pleasing water by having iron <br /> stains. It also has trace amounts of tri-chlor the l ne . <br /> e l . Thomas asked if the study of the two channels wi l l b <br /> finished b January or February with recommendations? Dr# Kerfoot <br /> replied yes and that they should have preliminary considerations <br /> ready by the end of this month , The document will be out in <br /> November ember for public review, The State likes to have two months <br /> for review and then the final report would be ready by January. <br /> � - <br /> - -- <br />
