Personnel Board Minutes <br /> Meeting of November 5 , 1984 <br /> Page <br /> Meeting With Bd. of Assessors, cont. <br /> Bill clendenin advised the Personnel Board that: after discussion with the Board of <br /> Selectmen and the Executive Secretary. an article hes been submitted for the warrant <br /> of the December 3rd town meeting. , <br /> The Personnel Board reviewed a draft of the job descriptio n along with salary recom- <br /> mendations. After review of the job description, Chairman Sullivan suggested that the <br /> title be charged from "Assessing Data Collector/Interpreter" to "Assistant Assessor/ <br /> Data Collector".. All were in agreement. Ben Lof chie made reference to the wording <br /> under qualifications stating that the education "should be a high school graduate". <br /> Bili. Glendenin said that they were not looping for a college person with a computer <br /> degree. They were looking for someone who has the ability to do field work and experi- <br /> ence in the assessing office. Ben Lofchie suggested that the wording be changed to <br /> "Education must be at least a high school graduate". All were in agreement. with <br /> reference being made to the suggested salary figure of $15,163.72 minimum to $17,537 <br /> (maximum) , Pam Davis commented that she had investigated the salary comparing similar <br /> positions in the Town of Falmouth and with re-gyral firms. she 'said that: the salary was <br /> in the same .range being recommended. <br /> Bill Glendenin explained the reasons why they request for the position. He said that the <br /> town is faced with a number of permit's and that there are problems with data collection <br /> and putting the information into the computer needs to be translated into computer jargon. <br /> He said that the office has two full-time positions currently -- a clerk and an assistant <br /> assessor~ -- along with an elected three person board. Two years ago, the town started <br /> putting the information into McGee and McCann's system'. Prior to that time, the Board of <br /> Assessors chid the work. Pam commented that the town 'Would be saving by hiring an employee <br /> to do the work as the town is paring for this service to be done through McGee and McCann. <br /> Bill Clendenin commented that it 'would be highly desirable to pick up someone from McGee <br /> McGann who would be familiar with their particular system. <br /> Pam Davis told the Board that with one more full-time person, their office would still be <br /> understaffed. Bill Clendenin commented that they will be hiring senior citizens to inspect <br /> homes . <br /> Discussion was rade on advertising for the position in The Beacom and through the State <br /> Employment Agency as well as through the Assessors newsletter. <br /> Meeting With Director of Public Works. <br /> Ernie Virgilio met with the Board to discuss the creation of positions in his department <br /> as follows: Dispatcher-Receptionist-Clerk, Truck Driver and Assistant. Public Works <br /> Director. He advised the Board that he was not asking for the positions to be funded <br /> at the December~ town meeting. However, that he would life the Personnel. Board' s assist- <br /> ance by advising hire how to add onto his staff properly. He commented that he would like <br /> the Board to appreciate what is taking place in his department and to have an understanding <br /> that there is a need for an assistant position as well as a meed for a dispatcher-clerk and, <br /> truck driver. He asked the Board to visit his department From time to time. Job descrip- <br /> tions of the Dispatcher-Receptionist--Clerk position and the truck driver position were pre- <br /> sented to the Board. The job description for the Assistant Director- is currently on file." <br /> Ben Lofchi.e suggested that the wording under Education on the Dispatcher job description <br /> be changed from "must be a high school graduate" to "must be at least: a high school gradu- <br /> ate�' . <br />
