Personnel Board Minutes <br /> Meeting of November 25, 1985 Page 2 <br /> Manny Glickman asked if she was saying that they did not have much regard to previous <br /> happenings. <br /> Vernice commented that the intention of the study was to adjust the management level <br /> salaries within other towns and within our own organization. <br /> At this point in the meeting, the Board reviewed the salary comparison with other towns <br /> on page 22 of the Management Study. Chairman StIlivan pointed out that the current annual <br /> salary she is being paid is comparable to Bourne, Sandwich and Orleans and that everybody <br /> got an increase. He pointed that that the recommended increase for her was $23,749. <br /> Vernice asked the Board to review the salary comparisons for the Asst. Assessor position <br /> commenting that there is an inequitable, wade scale between the two positions. she pointed <br /> out that the Town Accountant is higher than -the Assistant Assessor according to the M.M.A. <br /> study in comparison to towns. She commented that the Town Accountant is not properly paid. <br /> She pointed out that ;she has had seven years with the town and has learned a lot. She <br /> commented that by placing her close to the minimum salary for that position, they put her <br /> in like a brand new accountant. She said that she has a problem in t_t~ying to understand <br /> why the Town Accountant got $11 .90 and the Assistant Assessor got 21 .01 for an increase. <br /> Chairman Sullivan explained -how the grades and steps were determined. Vernice commented <br /> that she does not care what the M.M.A. did. The selectmen have charge of salary and they <br /> appoint her. She commented that the Selectmen submitted an article to change her salary <br /> at the Annual Town Meeting (which slid not pass) . They also, through the recommendation of <br /> the Personnel Board, asked for a study. she said that the study was not done impartially <br /> as someone told thea how to do it by listing towns to compare with and how much money. <br /> She pointed out that the M.M.A. disclaims their study on the firs. page. Vern told the <br /> Board that she deserved to be brought up at least one step above the Assistant Assessor. <br /> Selectman Hanson, who s: o pied in to say "hill to bhe 'Roard aster attending another meeting, <br /> commented that five towns were submitted to the M.M.A. to compare with by the Executive <br /> Secretary. He said they were surrounding community towns and he was trying to get surroundm <br /> ing comparabilities. selectman Manson said that he agrees with -the decision to include <br /> the surrounding towns. Ben Lofchie asked if he would say they were comparable towns? will. <br /> replied "yes". <br /> Chairman Sullivan made reference to counter proposal #1 and- counter proposal #2. He <br /> pointed out that the Town Accountant was asking for a 16.66%. increase in�:fh rd proposal <br /> and a 17.8% increase in the first proposal. The Town Accountant said that the 1st propos.al <br /> was a draft and they�.--never anticipated the Board would accept it as they were not serious. <br /> Chairman Sullivan pointed out that when the Town Accountant carne in with the first proposal. <br /> of $39,595 retro-acture to July, it was thrown out and then the Fire Chief carne back with <br /> a counter proposal of $38,252 retro-active to July. He said that the percentages changed <br /> but not the dollar amount.. He commented that the Board took the 1st propose. serious. <br /> Verne commented that she did not have the opportunity 46to speak on the first proposal. <br /> Chairman Sullivan said that she never said anything and left the room during the meeting <br /> with the M.M.A. consultants. Verne commented that the- letter which accompanied the 1st <br /> proposal explained what the proposal was. The proposal was the basis for setting up a new <br /> wage scale- She said she warted to throw.. h.e M.M.A. proposal away when she first reviewed <br /> it because the Assistant Assessor was getting more and the Town Accountant was getting less. <br /> Verne said that with the 2nd proposal; because of the drastic increase, Chief Martin pro- <br /> p osed <br /> r - <br /> posed that it be divided within three years. to brine the salaries up to scale. <br /> She said that proposal number 1 was where the employees asked her to put them and proposal <br /> number 2 was where they. asked Chief Harin to put them. <br />
