Personnel Board Minutes <br /> Meeting of November- 23, 1985 Pace 3 <br /> Selectman Hanson commented that there are four~ major~ positions not saying what they <br /> deserve. He said that the M. i.A.. 's report shows that the Police Chief is underpaid, for <br /> example. He asked why the management employees were not holding their ground as who <br /> knows what the town can afford. He said that everyone who had a complaint and who did <br /> not ask to meet with the Personnel Board is a big disappointment to him. <br /> Verne Polka commented that they feel, the whole proposal 'will be shot down. <br /> As a Town Accountant, Verne Polka, asked the Board if they intend to support Article 17 <br /> exactly the way it is. She paid that when the Board included the 35-hour a week positions, <br /> they were out of line. She. said they were not part of the management study. She commented <br /> that Grades 1-13 are being asked at Town Meeting to get % retro-active. <br /> Ben Lofchie commented that the M.M.A. considered cost of living on.manager ent positions. <br /> Ben asked the Town Accountant if she wanted the Board ' <br /> o review her position is see if a <br /> . <br /> cha e should e made. The Town Accountant said that she is not willing to accept a change <br /> on her position alone' as she would not be comfortable if the whole plan was not considered <br /> from the managers. <br /> Ben Lofchie said that any person has the right and should come into 'see the Board and fight <br /> for_ themselves as individuals and not come in for a croup. Each person will, be judged a <br /> an individual. <br /> Verne Polka asked for~ consideration of whole proposal commenting that maybe they need to <br /> postpone it for a month. <br /> Selectman Hanson commented that hem%h-as said that Personnel Board will meet with all to <br /> discuss issues abou.t their position. <br /> Verne Polka said that she wanted to get the group bac) to-g again and to postpone_ both <br /> articles. She said that it was the feeling of the managers that if everyone will cooperate <br /> they would recommend both articles to he indefinitely postponed. <br /> Manuel Glickman commented that the Personnel Board will nevi ew� and consider. <br /> Verne Polka asked if she could tell the management employees that we have a good line of <br /> communication and the the Personnel Board will sit down. chairman Sullivan said that if <br /> we vote to postpone it, you can. If we don't postpone it, we don't have any time. <br /> Selectman Hanson asked if the Town Accountant was speaking for the group in suggesting <br /> postponement? Verne Polka replied that it seems the majority of there feel it will he the <br /> prudent thing. <br /> Chairman Sullivan asked if there is a possibility for a counter~ proposal 3 Verne Polka <br /> said that there could be a 3rd one -- individually. <br /> With reference to Article 53, selectman Hanson said that he would have the Executive <br /> Secretary add an arfiendrdent to the article if Article 17 was indefinitely postponed. <br /> At this point in the meeting, the Town Accountant and Selectman Manson left. <br /> Ben Lofchie mored to indefinitely postpone Article 17. Caroline Gilligan seconded. After <br /> much discussion and review of the M.M.A. 's commentson the second proposal] the motion on <br /> the floor was removed. Comments from Anita Tekle the"Consultant for the M.M.A. proposal <br /> on the second counter proposal were that it was not justified in terms of market placement <br /> or internal eguita ility. Positions were grouped differently to what they feel justified. <br /> 4 <br /> The Town Planner was placed by himself. The Health Agent was placed 17.6t i er than what <br /> the survey said and the Park & recreation 'Director was placed 4.6% lower. <br />
