She said that as a <br /> • person grows into a position, duties change. If there is a need to change a job descrip- <br /> tion, she said that we will address that at the appropriate time. For the purpose of the <br /> study, the consultants went with what we presented them. <br /> Ernie Virgilio expressed concerns that the report left out that the Director of Public <br /> Works also takes care of buildings, rivers and the beaches. He takes care of the <br /> Building Inspector's vehicle, the Health Inspector's vehicle and the Dog Officer's <br /> vehicle. The most important thing left out was snow and ice. Ernie went on to say <br /> that in the past three years, he has averaged 30 hours a week for ten weeks; which is <br /> 300 hours he spent aowinter working for the Town of Ma'shpee. He said that he averaged <br /> seven weekends out of each winter of not being home at all from Friday to Monday. He <br /> is concerned that the statements are in the job description which the Personnel Board <br /> has; however, are not in the study.preparedby the M.M.A. or considered. <br /> In the .study, Ernie said it states that he receives $2,500 extra for being Tree Warden. <br /> The .Tree Warden is a totally separate job and a. very hard job which involves a lot of <br /> paperwork. He said that he just started getting $1 ,500 and had always received $1 ,000. <br /> Anita Tekle said that snowandice removal is normally the responsibility of the Highway <br /> Division of Public Works. Making reference to page 24 of the study, Anita said that she <br /> compared in each of the towrs surveyed what divisions come under public works. She said <br /> that Mashpeeahas`_a fairly narrow scope of a public works department as water and sewer <br /> does: not come under it and the. landfill does not come under it. She said that most <br /> Public Works Directors would be responsible for snow and ice removal. Anita went on to <br /> • say that if Mr. Virgilio is working 300 extra hours, that may be an issue of staffing as <br /> opposed to actual job responsibilities. <br /> Anita Tekle said that she was given information that Ernie's stipend for. Tree Warden is <br /> $2,500 and if it is incorrect, she would take another look at it. Anita indicated that <br /> she believed she got the figure from .Joe Murphy. Chairman Sullivan asked why he wasn't <br /> receiving the $2,500 if that was what Joe said he should be receiving. Ben Lofchie asked <br /> if he received any other compensation besides being Tree Warden? Ernie replied "no". <br /> Anita Tekle said that the!.point in listing information on page 24 of the study is that <br /> not every D.P.W. Director has the same level of responsibility. Chairman Sullivan asked <br /> if she was saying that a lot of the work was in staffing more than it would be in the <br /> job description? Anita Tekle replied "that is correct". Chairman Sullivan said that <br /> he needs more help. Selectman Hanson commented that if he has to hire on four more <br /> people to accommodate the needs of what is is doing himself, .the reflection of cost would <br /> vary from what he is getting right now. <br /> Selectman Hanson said that he thought the M.M.A. people, from the information they had to <br /> work with, did a good job. He said that the Personnel Board's hands were tied with the <br /> information they had to give-nto them. He said that he spent a lot of time reviewing the <br /> study and it seems that we are in the need of possibly upgrading job descriptions. <br /> • Making reference to the_;:cover letternof1the-1keport-i. Selectman Hanson read that they state <br /> it should be noted that five of the towns which were surveyed for salary and benefit infor <br /> mation were selected by the Town of Mashpee, and in some cases, are not comparable to <br /> Mashpee in terms of population and/or equalized valuation. The inclusion of those towns <br /> in the survey may have skewed the salary data. Selectman Hanson asked. who in the town of <br /> Mashpee selected the five towns?-," Chairman Sullivan advised Selectman Hanson that it came <br />
