Discussion of Town Engineer Position pont . Page <br /> Greg Taylor went on to tell the Board that the town uses Charlie <br /> Rowley who has been working as a consultant with the Planning Board . <br /> Last July, Mr. Rowley was hired as a full-time Tawe Engineer in the <br /> Town of Wareham and he is still running some of his own business . <br /> Discussion centered around where the money would come from to pay for <br /> these consultant services , The Personnel Assistant advised the Board <br /> that it would cone out of the Legal and Engineering Account . Greg <br /> Taylor pointed out that the former D . P .W . Director held the Herring <br /> Warden position, which was funded individually and the Free Warder <br /> position which also was funded on its own merit . <br /> Gree Taylor told the Board that most of the issues will be related to <br /> the Planning Board . <br /> In review of Mr . Taylor ' s memo dated January 1 , Greg made reference <br /> to the Town Engineer job description and the major duties . Under the <br /> section of "Not t Required Items" , Item Estimates cost of road <br /> improvements and Item Provides engineering design, layout, cost <br /> estimates and construction supervision and inspections for Town <br /> roadway, bikeway' and other construction projects undertaken by the <br /> Department of Public Works ), Greg commented that the formerD . P. W. <br /> Director was uncomfortable doing estimates . He went on to say that <br /> other items not required in the job description , 1 , 11 , 1 , l <br /> 1 are related to staff that would not be needed . <br /> Rita Sousa said that when she reviewed the job descriptions of the <br /> D. P. W. Director and Town Engineer, she saw a lot of overlap on both <br /> job descriptions . She said that in Mr. Taylor ' s original memo to the <br /> Board of Selectmen dated December 23, he mentioned d hrs . a week . <br /> However, in the memo received from the Executive Secretary dated <br /> December 27, the Board was asked to look into the possibility of <br /> merging the positions . She asked Gree Taylor if the Town Engineer was <br /> a full-time job? <br /> Greg replied that he thinks with the help of Tom Fudala, Town Planner, <br /> and himself that it was not full-time at the moment , However, he said <br /> that he thinks someone could work it as full-time . Rita asked Greg if <br /> we were looking forever or if we are saying in the interim and whether <br /> hours was sufficient? Greg responded that he felt it would entail <br /> hours a week of pure engineering time with the Planning Board Meeting <br /> and that it would be 8 hours unt-.1 the economy steps u . Rita asked <br /> if he was saying that he could cover responsibilities that need to be <br /> done' Greg replied "sure" . <br /> Rita Sousa asked if this would come under "other duties as required" <br /> Greg Taylor commented that this question came up at the Selectmen ' s <br /> meeting . He said he thought theD. P.W . Director ' s job description was <br /> that the town preferred someone with an engineering background so that <br /> the D . P.W . director could review plans for sub-drainage etc . He said <br /> that there are things that are engineering functions outside the scope <br /> of the D . P.W . He commented that the Town has been letting a lot slide . <br />
