i <br /> PERSONNEL SARI MWUTES <br /> MEETING of SEPTEMBER 51, 1996 <br /> PAGE <br /> Discussion: In-House Postings, coat,. <br /> Ron L. said that he felt employees should have first shot ata position. He went on <br /> to <br /> say that he is opposed to having to r-econunend three candidates if there are not three <br /> qualified candidates. <br /> Marcia L. commented that in hero inion if you only have one qualified candidate 'in <br /> house, then we should go outside to get other candidates. <br /> The Board reviewed language from a copy of the Administrators Union contract on <br /> promotional opportunity. Chairman D. referenced the section of the contract relating <br /> to promotional opportunities which read that employees shall be considered based on <br /> qualifications and ability. If qualifications are the same, seniority shall prevail. <br /> Carole D. commented that it is fire to recommend three candidates when you have <br /> them, however, there are tunes when you have candidates not completely qualified. <br /> Norma K. said that the Board should reserve the right to submit one name if there is <br /> only one candidate out of ten. <br /> All Board members agreed that more discussion was needed. They agreed that there <br /> needs to be a policy. Discussion was tabled for another meeting and until the <br /> Personnel Board has an opportunity to discuss this subject further with the hoard of <br /> Selectmen. <br /> Request of Robert Palermo <br /> The Board discussed verbal input from Chief Przybylek about the request of Robert <br /> Palermo, a former Special Police Officer who worked for the Town of Mashpee. IIx. <br /> Palermo wishes to have his name placed back on the eligibility list for bite. Chief P. <br /> advises that he would not have any problem with Bob Palermo's name being placed <br /> back on the eligibility list for hire for a position of Police Officer noting that lrlr. <br /> Palermo passed the Town's entry-level police officer test. He was an officer in good <br /> standing and left the Town's employ to go through a full-time police academy. The <br /> Personnel Board agreed to place Bob Palermo's name back on the eligibility list. <br /> Job vacancies: <br /> Km*-Bus Driver <br /> The Board was advised that there were to parttime 19 hr. Mini-Bus Driver <br /> positions currently being advertised. These drivers would be required to operate the <br /> new van that the Council on Aging will be receiving by the end of September.
