He stated that it ' is not known, at this time , if the engineer will have the plans completed so that bids can be solicited in sufficient time for an appropriate article to be included in the Annual Town. Meeting Warrant for construction to proceed. It was unanimously agreed to include an appropriate article for Annual 'down Meeting warrant subject to change . New Business : 3. Civil Defense Director -, resignation. In a letter t the Board of Selectmen dated February 12 , 1987 , Charles Hicks expressed his decision to reszgl� as Civil Defense Director effective February 13P 1987.. l rs . Thomas moved to accept this resignation. The Vote was un.a i ous . . Finance Committee re : overnightstays . In a. memorandum' dated February 5 , 1987, the Fi,nan c e Committee suggested that there is a need to establish policy guidelines and proposed that no overnight stays be granted less than one hundred miles from Town unless perm .-ssion is grated from the Chief Financial Planer Prior to the trip. After discussion, the Board members agreed that there should be standards but that there are situations that call for flexibility. The Executive Secretary will further discuss the ratter with Department Heads and report back to the Board. 5. Board of Health - -promotion of Principal Clerk to Manager.f ice The card of Dealt ,s requested this promotion for Robert Ta.11ent to bec.ome effective July 1 1987, in a, memorandum of recommendation dated JanuarY 30, 19.87. lirs Murphy submitted a. memorandum of February 11 , 1987 , detailing lair. T llent's 'ineligibility at this time . It was unanimously agreed to take the matter under advisement. Articles for review for Annual Town Meetings 1. The Conservation Commission has submitted articles to ,acquire b purchase or by eminent domain for conservation purposes parcels of lana identified asAssessor's Map 16 , Plot ; Assessor's Map 16 , Plot ; and Assessor's leap 16p Piot 6. The Commission also submitted an article to raise and appropriate or transfer from available funds $69,000, to obtain appraisals of the lands proposed for acqui- sition .c ui-sition for e c ons ervat ion purposes , Louise B e rr an, Chairman of the Commission, stated that these parcels are located in a, water recharge area and a, potential well site . She also stated that development plans have been filed on the parcels . After discussion, it was unanimously agreed to dela.y in putting these articles on the warrant until the Board has received more information. Ms . Behr'man will seek support from the, Town Planner.
