Board of Selectmen Page Four <br /> Regular Meeting <br /> • Wednesday, February 25 , 1987 <br /> 2. Finance Committee and Animal Control Officer re : radio. <br /> Mr. Murphy reviewed the matter of an article previously submitted by <br /> the Animal Control Officer, June Daley,£or inclusion in the Warrant <br /> for Annual Town Meeting. Mr. Murphy said, "The Board had voted not <br /> to include on the Warrant of the Meeting an article for a mobile and <br /> portable radio for the Animal Control Officer. The Finance Committee <br /> has submitted a memorandum dated February 18 , 1987 requesting that the <br /> Board of Selectmen reconsider the 'hand-held' radio for the Animal <br /> Control Officer. The Committee further stated that it feels it is a <br /> vital necessity for Officer Daley to be in direct communication with <br /> police cruisers and the police station at all times , from all parts <br /> of the Town" . Mr. Murphy noted that Officer Daley responded to the <br /> communication from the Finance Committee with a memorandum dated <br /> February 24, 1987 to the Board of Selectmen, . .I disagree with your <br /> decision from a safety perspective . However, I do respect your <br /> authority and recognize your reasoning. It is my intention to resubmit <br /> the artical for the inclusion on the 1988 annual town meeting. " The <br /> Board of Selectmen discussed this situation and after conferring with <br /> Mrs . Daley, it was unanimously agreed to include this article in the <br /> Warrant for the up-coming Annual Town Meeting. <br /> 3 . Voter' s Information Association re : Forward Development <br /> Corporation. Communication dated February 20 , 1987 has been received <br /> from Andrew Gottlieb, President of the Association requesting a formal <br /> • briefing on the situation prior to being asked to take any action on <br /> March 23 at Special Town Meeting. It was unanimously agreed to schedule <br /> such a briefing on March 4, 1987 at 7: 00 P. M. and to reschedule the <br /> Regular Meeting of the Board of Selectmen to another date and time . <br /> 4. Barnstable County Commissioners . letter dated February 19 , <br /> 1987 was received from the Chairman of the Barnstable County Charter <br /> Commission requesting a scheduling of a meeting to prepare and submit <br /> to the voters of this County a charter for their approval. The <br /> Commission asked the Selectmen to get specific input through a meeting <br /> with the Charter member, 1Viary J. LeClair and officials of the Town <br /> in time for a Commission meeting prior to March 10, 1987. Ms . LeClair <br /> will have a questionaire as a guide for discussion. <br /> 5• Police Department - Promotion of Barbara Horton. The <br /> Selectmen had taken this matter under advisement at the meeting held on <br /> February 18 , 1987. Mr. Murphy reported that he had discussed it with <br /> Chief Frye , as instructed, and that the Chief understands the constraints <br /> of the promotion as proposed. Mrs . Thomas moved that the Board adopt <br /> the recommendation of the Executive Secretary as stated in his memorandum <br /> and that the Chief take the necessary steps to fulfill this proposed <br /> promotion within the present modified budget and come back with another <br /> recommendation. Mr. Lawrence seconded the motion. The vote was unani- <br /> mous . <br /> 6. Zoning Article for Board of Appeals . Mr. Murphy noted <br /> that the article to create a "service commercial district" will not be <br /> • ready for the zoning special Town meeting. on May 11, 1987• The Board <br /> Of Appeals and the Building Inspector have discussed this matter and <br />
