Board of Selectmen Page Four Regular Meeting • Wednesday, February 25 , 1987 2. Finance Committee and Animal Control Officer re : radio. Mr. Murphy reviewed the matter of an article previously submitted by the Animal Control Officer, June Daley,£or inclusion in the Warrant for Annual Town Meeting. Mr. Murphy said, "The Board had voted not to include on the Warrant of the Meeting an article for a mobile and portable radio for the Animal Control Officer. The Finance Committee has submitted a memorandum dated February 18 , 1987 requesting that the Board of Selectmen reconsider the 'hand-held' radio for the Animal Control Officer. The Committee further stated that it feels it is a vital necessity for Officer Daley to be in direct communication with police cruisers and the police station at all times , from all parts of the Town" . Mr. Murphy noted that Officer Daley responded to the communication from the Finance Committee with a memorandum dated February 24, 1987 to the Board of Selectmen, . .I disagree with your decision from a safety perspective . However, I do respect your authority and recognize your reasoning. It is my intention to resubmit the artical for the inclusion on the 1988 annual town meeting. " The Board of Selectmen discussed this situation and after conferring with Mrs . Daley, it was unanimously agreed to include this article in the Warrant for the up-coming Annual Town Meeting. 3 . Voter' s Information Association re : Forward Development Corporation. Communication dated February 20 , 1987 has been received from Andrew Gottlieb, President of the Association requesting a formal • briefing on the situation prior to being asked to take any action on March 23 at Special Town Meeting. It was unanimously agreed to schedule such a briefing on March 4, 1987 at 7: 00 P. M. and to reschedule the Regular Meeting of the Board of Selectmen to another date and time . 4. Barnstable County Commissioners . letter dated February 19 , 1987 was received from the Chairman of the Barnstable County Charter Commission requesting a scheduling of a meeting to prepare and submit to the voters of this County a charter for their approval. The Commission asked the Selectmen to get specific input through a meeting with the Charter member, 1Viary J. LeClair and officials of the Town in time for a Commission meeting prior to March 10, 1987. Ms . LeClair will have a questionaire as a guide for discussion. 5• Police Department - Promotion of Barbara Horton. The Selectmen had taken this matter under advisement at the meeting held on February 18 , 1987. Mr. Murphy reported that he had discussed it with Chief Frye , as instructed, and that the Chief understands the constraints of the promotion as proposed. Mrs . Thomas moved that the Board adopt the recommendation of the Executive Secretary as stated in his memorandum and that the Chief take the necessary steps to fulfill this proposed promotion within the present modified budget and come back with another recommendation. Mr. Lawrence seconded the motion. The vote was unani- mous . 6. Zoning Article for Board of Appeals . Mr. Murphy noted that the article to create a "service commercial district" will not be • ready for the zoning special Town meeting. on May 11, 1987• The Board Of Appeals and the Building Inspector have discussed this matter and
