w <br /> Board of Selectmen Page Three <br /> Regular Meeting <br /> Wednesday, May 13 , 1987 <br /> Firm has a. record of expertise in this type of recruitment service . <br /> Selectman Carter spoke of the high cost of recruitment by employ- <br /> ing a consulting firm and suggested advertising the position through <br /> usual Town channels and allowing the Personnel Board to make a. <br /> recommendation after such advertising. Selectman Lawrence and <br /> Selectwoman Thomas reviewed the unsatisfactory history of using <br /> that type of recruitment specifically noting that the Town has <br /> had several Fire Chiefs in the past f Our years . Currently, the <br /> Board of Selectmen is acting as Fire Commissioners ioners with Selectman <br /> Lawrence being acting Fire Chief. Mr. Lawrence stated that he will <br /> be out of Torn for several weeks during the next month or so and <br /> suggested that for that reason and for the reason that it is very <br /> difficult to deal with the situation when "I am part of the appointing <br /> authority and budgetary authority and also act as Fire Chief" , John <br /> Malone be appointed as acting Fire Chief. He pointed out that Mr . <br /> Malone is quite involved withthe Fire Department and has a knowledge <br /> of its operation. Mr. Murphy. discussed the financial aspect of <br /> recruiting and hiring naming four possible sources : 1 Personnel <br /> Expense ; 2 Fire Department Expense ; Selectmen xpens e Account; <br /> and Legal and Engineering. These avenues would have to be further <br /> discussed with the Finance Committee . Selectman Carter roved to <br /> appoint John Malone as acting Fire Chief. Mr. Lawrence seconded <br /> the motion. The vote was unanimous . The Board will meet with the <br /> Finance committee on this matter at the next scheduled regular <br /> meeting of the Board of Selectmen. <br /> Appointments and Hearings (cont. ) <br /> 3. o er Soucy - Monetary claim against the Town. The <br /> Executive Secretary referred to his memorandum of May 129 1987a <br /> Mr. Soucy ha.s made claim against the Town in the amount of' $115,30, <br /> for payment of two tires that he purchased to replace tires damaged <br /> on Asa Meigs Road. Mr. Soucy detailed his claim in a written <br /> communication dated April. 24, 1987 to the Board of Selectmen,, This <br /> was followed up by the Director of the DPW and reported - by Mr. <br /> Virgilio in his memorandum to the Executive secretary dated May 1. <br /> 1987. The Police Department also made a report on this matter in <br /> a memorandum to the Executive Secretary dated May 1, 1987, The <br /> Executive secretary noted in his memorandum orandur the conditions under <br /> the Mass * General Laws Cbapter 84, Section 15 which hold a. Town <br /> liable for damce 'f there is a, defect on a, public way. After <br /> discussion, Mrs Hanson moved that the Board vote to pay the amount <br /> of $115.3o. as settlement of the claim against the Town to Mr. <br /> Roger Soucy. Mr. Gottlieb seconded the motion. The vote was unani- <br /> mous . Mr. Murphy will investigate the necessary procedures to make <br /> payment. <br /> Old Business <br /> Mr. Hanson reported that he has meet with the cranberry <br /> growers and members of the Conservation o m i s s i on regarding the <br />
